Tax Refund Offset
As of December 31
Collections from the Tax Refund Offset program (TRO) were $2,617,972,295 for calendar year 2002. Collections totaled $1,454,953,179 for child-support debt, $1,042,243,406 for federal non-tax debt and $120,775,710 for State tax debt. Collection activity levels plateau in the June/December time frame, consistent with tax refund payment processing.
Treasury Offset Program Collections Other Than TRO
As of December 31
Treasury Offset Program (TOP) collections for payment types other than tax refunds totaled $80,371,770 for calendar year 2002. Collections totaled $77,297,511 for federal non-tax debt and $3,074,258 for child-support debt. Collections for federal non-tax debts have increased with the introduction of Benefit Payment Offset and Salary Offset. Child-support debts cannot be offset against Social Security benefit payments.
Continuous Federal Tax Levy Program
As of December 31
Continuous Federal Tax Levy Program collections for calendar year 2002 totaled $80,849,728. Collections for this program continue to increase due to the levy of Social Security benefit payments.
Cross-Servicing Collections
As of December 31
Cross-Servicing collections for calendar year 2002 totaled $105,680,208 including $22,196,236 collected through TOP.
