In 2003 the Oregon Legislature authorized the formation of the OPDP, a prescription drug purchasing pool, to help increase access to prescription drugs by the uninsured and lower costs for state and city governments to help them stay within budgeted goals.  The Oregon Prescription Drug Program (OPDP) will meet these goals by pooling prescription drug purchasing power, using evidence-based research to develop a preferred drug list of lowest cost drugs, securing competitive discounts with pharmacies and bringing transparent pharmacy benefit management services to groups. We hope to unite Oregon ’s prescription drug purchasers to leverage the best prices on the most effective medicines.  The OPDP went “live” on March 1, 2005.
Effective December 7, 2006 the voters of Oregon passed Measure 44 by a 78% majority.  Measure 44 removed the eligibility criteria and opened the program to any resident without adequate prescription drug coverage.
Effective February 1, 2007, OPDP joined the Washington Prescription Drug Program to form the Northwest Prescription Drug Consortium.  The Consortium entered into a contract with The ODS Companies for pharmacy benefit administration.

Eligible Individuals
 
  • An Oregon resident;
  • You are uninsured or underinsured for prescription drug coverage
 
If you meet the criteria outlined above you are eligible to enroll in the program.  You can enroll by calling the toll free # or on-line through this website.  Go to Application page.    There is no cost to enroll. Your Identification cards will be mailed within one week.  Your card will entitle you to discounts on prescription drugs up to 60%.  If you have signed up for Medicare Part D prescription coverage you are still eligible for this program. 
 
Eligible Groups
 
Government agencies, cities and counties are eligible to join the pool.  The OPDP offers groups a fully transparent contract with competitive administrative fees for the services your entity purchases.  Contact Missy Dolan at 503-373-1595 (toll free 1-888-411-OPDP) for more information.
