Massachusetts' Child Care and Development Fund Quality Infant/Toddler Earmark:

FY 2006: The Federal CCDF Quality Infant and Toddler Earmark is $1,255,035.

Massachusetts' final FY 2006-2007 CCDF Plan was not available for review.

FY 2004: The Federal CCDF Quality Infant and Toddler Earmark was $1,321,145.

The funds were used in the following ways to enhance the Massachusetts infant and toddler child care system (additional funds may have been used to support these activities):

  • A distance learning course called “A Caring Curriculum for Toddlers”.
  • Regional consultation programs, in collaboration with the Department of Public Health's Early Intervention Program, exist across Massachusetts to support infants and toddlers with disabilities and those who care for them in child care programs. The Lead Agency has also earmarked 300 income eligible child care vouchers as Early Intervention-Income Eligible Vouchers for infants and toddlers with disabilities who need individualized, on-site support in the child care program.
  • The Lead Agency purchases approximately 555 child care slots through forty-four contracts for the children of teen parents . The program emphasizes child care for infants and toddlers.
  • A rate increase linked to the achievement of specific quality standards, with an emphasis on literacy, professional development, and self assessment using the Environmental Rating scales, including the ITERS and FDCRS.
