The National Oceanic and Atmospheric Administration’s (NOAA) Satellites and Information Service announced Charles S. Baker as its new chief financial officer (CFO) and chief administrative officer (CAO). As CFO, Baker’s duties include managing the budget for the agency’s programs and operations and as CAO, he has oversight of infrastructure, personnel and property accounting. Before accepting his new job, Baker had been the associate director for investment in the Office of the Under Secretary of Defense (comptroller) since July 2000. From 1987 to 2000, Baker was a budget analyst in the Office of the Under Secretary of Defense (comptroller). From 1980 to 1987, he worked for the office of the Navy Comptroller. In 1974, the Navy gave Baker his first job as a budget analyst. Over the next six years, he held a series of positions in the Naval Sea Systems Command, the Naval Supply Systems Command, the Naval Electronic Systems Command, and the Naval Material Command Headquarters. Baker, a native of Washington, D.C., has been a guest lecturer on budgetary topics at the Defense Acquisition University, Professional Military Comptroller School, Army Management Engineering College, Army War College, and American Society of Military Comptrollers. He has also made presentations on U.S. Defense budgeting to military and civilian leaders from several foreign countries. “Charles’ selection represents NOAA’s commitment to choosing the very best and brightest to help fulfill its vital missions,” said retired Navy Vice Adm. Conrad C. Lautenbacher, Ph.D., undersecretary of commerce for oceans and atmosphere and NOAA administrator. “Charles brings experience, leadership and talent to the CFO position that will only strengthen our operations,” said Gregory W. Withee, assistant administrator for NOAA’s Satellites and Information Service.
