Abstract:

This guide explores the various changes, issues, and needs affecting HIV service delivery. It uses these findings to identify and assess challenges in caring for uninsured and underinsured persons with HIV/AIDS. It includes studies on use of CARE Act funds to purchase health insurance for persons with HIV/AIDS, the role of legal services in ensuring access to care for persons with HIV/AIDS, and planning needs for Federal inmates with HIV/AIDS in community placement facilities.
