  1. Where can contract information be obtained?

    Information on the Federal Relay Service (FedRelay) contract is available on Sprint's FedRelay website www.federalrelay.us.

  2. What services are offered on the FedRelay contract?

    The FedRelay contract continues to offer the following six FedRelay services:

    • Telecommunications Relay Service (TRS (TTY/Voice))
    • Speech-to-Speech (STS)
    • Relay Conference Captioning (RCC)
    • Federal Video Relay Service (FedVRS)
    • Captioned Telephone service (CapTel)
    • IP relay or FedRelay on-line

  3. What determines whether or not an agency or organization is "authorized" to use FedRelay services?

    GSA Order ADM 4800.2E "List of, Agencies and organizations are eligible to use the General Services Administration (GSA) Services Schedule."

  4. How does an agency or an organization place an order for FedRelay service?

    An agency will place a task order directly with Sprint. This will establish a direct ordering and direct billing arrangement between the agency or organization and Sprint. Instructions are posted on Sprint's website at www.federalrelay.us.

  5. Who may order services?

    Orders may be issued by DAR's or contracting officers.

  6. Who pays for an agency's usage (minutes used) on all six FedRelay services?

    Each agency or organization pays for all minutes used.

  7. Has GSA conducted a Certification and Accreditation (C&A) of Sprint's systems?

    Yes. GSA has conducted a Certification and Accreditation (C&A) of Sprint's systems for the three, IP-based services (FedVRS, RCC, and IP Relay) in accordance with FIPS 199, NIST's FISMA Publication 800-60, and GSA IT Security Policy.

  8. Three of the FedRelay services offered are Internet-based. How will GSA handle unique security and firewall issues for the agencies?

    Under the FedRelay contract, Federal agencies may decide on customized solutions that will enable Federal agencies to address their security and firewall issues specifically for that customer's mission. Agencies will work directly with Sprint to find a solution for their security and firewall issues that have heretofore prevented hearing impaired employees from using FedVRS, RCC, and IP Relay.

  9. What is GSA's role in the contract modification process?

    GSA will conduct an in-scope determination and evaluate the proposed solution to ensure that prices are fair and reasonable. GSA will then add the proposed solution to the FedRelay contract via modification, making the solution available for the agency to place an order.

  10. Will agencies be required to interface only with Sprint in day-to-day operation of FedRelay, and what will GSA's role be under the contract?

    The FedRelay Program Office will continue to provide day-to-day quality customer service by:

    • Educating on service offerings and new technology.
    • Maintaining knowledge of the contract and making information available to customers through several points of contact.
    • Serving as customer advocate.
    • Ensuring that the contract meets customer needs. Monitoring the quality of service provided.
