Revision 4 of the Guidance for Electronic Submissions to the NRC is now available.

Electronic Submittals

The Electronic Submittals application allows electronic transmission of information to the NRC pertaining to licensing actions, associated hearings, and other regulatory matters. The application ensures that information sent to us via the Internet is secure and unaltered during transmission.  For other communications with the Agency, see our Contact Us page.

Electronic Submission Systems

Presently, the Electronic Submittals application supports four separate systems. Users may access their preferred workflow by selecting from among the following links:

  • Adjudicatory submissions – Used for filings made to the Commission or Atomic Safety and Licensing Board proceedings


  • General submissions – Used for transmitting reports or other electronic filings to the NRC


  • Criminal History – Used by licensees to transmit background check information to the NRC, the fee for processing Criminal History checks is $36.00


  • Fitness for Duty - Used by licensees to meet 10 CFR Part 26 reporting requirements

Digital Certificates

Users of the system must possess a digital certificate issued by the NRC. The pages linked below describe the steps to follow to obtain a digital certificate (free of charge)

Forms Viewer

The adjudicatory submissions, general submissions and criminal history workflows all require that a Workplace Forms Viewer software application be installed on your computer. This software is available at no cost. Instructions on how to install the viewer (together with a video guide) are available through the following links:
