Coastal Zone Management Program

The Coastal Zone Management Program (CZMP) is authorized by the Coastal Zone Management Act of 1972 and administered at the federal level by the Coastal Programs Division (CPD) within the National Oceanic and Atmospheric Administration's Office of Ocean and Coastal Resource Management (OCRM).

The CPD is responsible for advancing national coastal management objectives and maintaining and strengthening state and territorial coastal management capabilities. It supports states through financial assistance, mediation, technical services and information, and participation in priority state, regional, and local forums.




Is the project consistent with the State's coastal zone management program?

Threshold: Only for new construction, conversion, major rehabilitation, and substantial improvement activities does the Coastal Zone Management (CZM) authority apply. Projects that can affect the coastal zone must be carried out in a manner consistent with the approved State coastal zone management program under Sec. 307 of the Coastal Zone Management Act of 1972, as amended.

Documentation: Grantees are to select either A_ or B_ for the condition that best describes their project and document the source of the information.

A. For a grantee whose project is located within a coastal zone, the grantee provides HUD with a finding made by the State CZM agency that the project proposed by the grantee is consistent with the approved State coastal zone management program.
B. The grantee states that its project is not located within a coastal zone as defined by the State's Coastal Zone Management Program.
The Coastal America partnership is an action-based initiative comprised of federal, state, local and nongovernmental agencies with responsibility for coastal ecosystem resources. It's purpose is to bring together the talents and resources of government agencies to protect, preserve, and restore America's Coastal heritage for current and future generations. The partners are committed to a national effort of sustainable solutions and ecosystem management that would extend to coastal communities throughout the nation.
