Arlington PPM (Leaning Juniper) Wind Project Interconnection

PROJECT DESCRIPTION:
PPM Energy, Inc. (PPM) has requested an interconnection of 200-MW to the
Federal Columbia River Transmission grid. PPM would construct and own a
collector substation adjacent to BPA's proposed Jones Canyon Switching Station
and connect to that facility. The McNary-Santiam #2 230-kV line would be looped
through the Jones Canyon Switching station. The existing McNary-Santiam #2
230-kV line would be upgraded in four locations, mostly through the
installation of intermediate wood poles to increase ground clearance. One
location is on the Warm Spring Indian Reservation. See map.

CURRENT STATUS:
PPM has received a Gilliam County Conditional Use Permit to construct a wind
project of up to 103.5 MW. BPA sought public comment on the interconnection of
this facility. Comments were due by February 20, 2005. Transmission line
upgrades have been evaluated in the field. Jones Canyon Substation was
evaluated as part of the Arlington CEP Wind Project Interconnection. A Tiered
Record of Decision was signed on March 11, 2005.
