Office of Safety, Security and Infrastructure (SC-31)

The Office of Safety, Security and Infrastructure (SSI) provides program management, operational support and analysis, planning and policy execution, on behalf of the Director of the Office of Science (SC) in the areas of laboratory modernization, facilities and infrastructure, safeguards and security, cyber security, and environment, safety, and health. SSI responsibility, authority, and accountability includes the management of the Science Laboratories Infrastructure program, which has an annual budget of over $100 million and includes funding for the Infrastructure Modernization Initiative, as well as the SC Safeguards and Security program with an annual budget of over $80 million. SSI executes its mission through three divisions: the Environment, Safety, and Health (ES&H) Division; Facilities and Infrastructure (F&I) Division; and the Safeguards and Security (S&S) Division.

The ES&H Division serves as the SC focal point for non-nuclear safety and other ES&H issues, including integrated safety management, fire protection, chemical safety and industrial hygiene, environmental protection, accelerator safety, and quality assurance. The Division provides SC senior managers with centralized ES&H program management and technical expertise, with an SC corporate ES&H oversight and coordination capability. The Division also serves as the focal point for interactions with SC field organizations, the SC laboratories, and external organizations on matters of ES&H policy development and implementation.

The F&I Division is responsible for the SC Facilities and Infrastructure Management System within SCMS, and serves as the focal point for F&I policy, planning, and performance, including SC efforts related to mission readiness and Transformational Energy Action Management. The F&I Division is also responsible for the Science Laboratories Infrastructure program including non-Modernization Initiative line item projects, the SC excess facility disposition program, the Oak Ridge Landlord program and Payment-in-lieu-of-taxes for Argonne and Brookhaven National Laboratories. The F&I Division is the SC liaison with the Office of Environmental Management on excess facilities and waste management matters.

The S&S Division is responsible for the management of the SC Safeguards and Security Program (including cyber security) whose purpose is to provide the required protection of the SC laboratories, materials, facilities, information, and people. The S&S Program budget provides protective forces, security systems, information security, cyber security, personnel security, material control and accountability, and program management. The S&S Division also serves as the focal point for interactions with SC field organizations, the SC laboratories, and external organizations on matters of S&S policy development and implementation, and is responsible for the Safeguards, Security, and Emergency Management Management System within SCMS.
