Secure Communities is a mission-centric initiative to increase national security and community safety by identifying, detaining, and removing all removable criminal aliens, beginning with those who pose the greatest known risk to public safety. The map below shows the geographic distribution of just a few of the most dangerous criminal aliens we have identified. The subjects highlighted in this section are a sample of the most dangerous criminal aliens recently identified by Secure Communities.

DALLAS, TEXAS—On August 7, 2009, the Dallas Police Department arrested a male subject for possession of a controlled substance. Shortly after officers booked him into the Dallas County Jail, the Dallas ICE/DRO Field Office received a Secure Communities IDENT/IAFIS Immigration Alien Response (IAR) from the LESC. Subsequent record checks indicated the subject has been deported to his native Guatemala twice, once in 1989 and once in 1999. His lengthy criminal history includes a conviction for aggravated assault with a deadly weapon and multiple arrests for possession of a controlled substance. ICE placed a detainer for the subject and will assume custody upon release for current charges. Due to his multiple illegal re-entries, the subject is amenable to prosecution pursuant to Title 8 U.S.C. §1326.

VENTURA COUNTY, Calif.—On July 25, 2009, ICE agents identified a Mexican national while he was incarcerated at the Ventura County Jail. Based on IDENT/IAFIS Interoperability data, ICE agents determined the subject’s extensive criminal history includes multiple burglary convictions, a drug conviction, escaping from jail, and possessing deceptive identification. They also determined he has been removed from the United States twice, once in October 2001, and once in February 2008. He last entered the United States as an EWI in September 2008. Due to his multiple illegal re-entries, the subject’s prior removal order is being processed pursuant to Title 8 U.S.C. §1326.

VENTURA COUNTY., Calif.—On July 22, 2009, Secure Communities activated IDENT/IAFIS Interoperability in Ventura County. That day, the ICE DRO Los Angeles Field Office (LAFO) received an Interoperability hit for a male citizen of Guatemala. The subject was serving a 150-day sentence at the Ventura County Jail (VCJ) for a May 15, 2009, conviction for cruelty to a child by inflicting injury, possession of armor piercing ammunition, and making criminal threats. Fingerprints taken from the subject as he was being released into the VCJ work furlough program returned an Interoperability response with information about his immigration status. The LAFO Joint Criminal Alien Removal Task force (JCART) determined he is a Lawful Permanent Resident (LPR) who, based on his recent Level 1 conviction, is removable under § 237 of the INA. VCJ revoked his work furlough privileges and he was remanded back into VCJ custody to serve the remainder of his sentence. ICE issued a detainer and, upon completion of his current sentence on October 25, 2009, he will be released into ICE custody.

BOSTON, Mass.—On July 5, 2009, the Roxbury Police Department arrested a male subject for unlawful possession and discharge of a firearm, possession of narcotics, and failure to stop for a police officer. Using IDENT/IAFIS Interoperability results, the ICE DRO Boston Field Office identified him as a Jamaican citizen who was removed from the United States in 200 following a drug-related aggravated felony. Records listed under an alias used by the subject indicate he was previously wanted on suspicion of three Boston homicides and is a known member of a violent street gang. Since the subject used multiple aliases during previous arrests, the joint effort between Roxbury District Court and ICE was critical in confirming the subject’s status as a criminal alien convicted of a Level 1 offense. He is currently being held in local custody without bond. ICE lodged a detainer for the subject and will reinstate his prior order of removal once turned over to ICE custody.

HILLSBOROUGH COUNTY, Fla.—On July 4, 2009, the Temple Terrace PD arrested Santana Carl Porter for carrying a concealed weapon, opposing an officer, and providing a false name to law enforcement. ICE agents conducted extensive database checks and discovered the San Leandro, California PD has an active criminal arrest warrant for the subject for attempting to murder a police officer. According to the ICE/DRO Miami Field Office, Porter’s wanted status in California may have been missed without the positive identification made available by IDENT/IAFIS Interoperability and the diligence of ICE officers working at the IRC. Porter has used multiple aliases during his previous arrests for attempted murder and carrying a concealed weapon. The 21-year-old Jamaican citizen is removable pursuant to Title 8 U.S.C. §1326 and is currently in local custody pending extradition to California with an active ICE detainer in place. Upon completion of pending charges, the subject will be held in ICE custody pending removal.

NEW HANOVER COUNTY, N.C.—On June 12, 2009, the Wilmington N.C. PD arrested a male subject for operating a vehicle without a valid license. IDENT/IAFIS Interoperability checks identified him as a native and citizen of Mexico with a previous narcotics-related aggravated felony conviction. The subject has used multiple aliases during several previous encounters with law enforcement. After being removed in 2001, he re-entered the United States and was sentenced to 30 months imprisonment for re-entry as an aggravated felon i 2002. On June 12, 2009, ICE issued a detainer for the subject, and on June 18, 2009, ICE presented the case to the USAO for prosecution pursuant to Title 8 U.S.C. § 1326.

NEW HANOVER COUNTY, N.C.—On June 11, 2009, an IDENT/IAFIS Interoperability hit alerted ICE agents of a male subject who was incarcerated at the New Hanover County Detention Facility. His criminal history in the United States includes convictions for assault and battery and selling heroin, for which he was sentenced to more than three years in prison. In 1998, he was deported and barred from re-entry for 10 years. In 2006, he entered the United States illegally. He is currently being charged with three counts of statutory rape of a child. ICE lodged a detainer for the subject, and will proceed with removal upon completion of current charges.

STARR COUNTY, Texas—On June 9, 2009, the Starr County Sheriff’s Office arrested a male subject on charges of assault causing bodily injury. An IDENT/IAFIS Interoperability match identified him as a previously removed Mexican national who was convicted of attempted murder in 2005. IDENT data and LESC record checks revealed ICE and CBP Border Patrol have encountered the subject on five separate occasions, and last removed him in January 2008. ICE will reinstate the subject’s final order of removal and his case will be presented for re-entry after removal felony prosecution pursuant to Title 8 USC § 1326.

BOSTON, Mass.—On June 3, 2009, the Boston PD arrested a male subject for open and gross lewdness. An IDENT/IAFIS query identified him as a previously removed Guatemalan national whose criminal history includes a conviction for indecent assault and battery and a charge for assault with intent to rape. ICE DRO Boston assumed custody of the subject and reinstated his prior order of deportation. Boston VCAS will present the case to the U.S. Attorney’s Office for prosecutorial review for violation of Title 8 § 1326, re-entry after removal.

BOSTON, Mass.— On May 27, 2009, ICE identified a Jamaican male using IDENT/IAFIS Interoperability after the Boston PD arrested him for assault and battery with a dangerous weapon. The subject has a lengthy criminal history extending back to 1993, including charges for rape, drug possession, indecent assault and battery against a minor, and a conviction for felony assault with intent to kill. He had applied for entry as a returning Legal Permanent Resident (LPR) in February 15, 2007; however, CBP deferred his case to the Boston Deferred Inspections Office due to his previous arrest history. In July 2007, an Immigration Judge ordered him removed in absentia based on his two previous convictions for marijuana possession. Subsequent to his identification with IDENT/IAFIS Interoperability, an Immigration Judge issued a final deportation order and the subject is being held without bond.

FLORENCE, Ariz.—On May 22, 2009, IDENT/IAFIS Interoperability identified a Mexican male subject as a recidivist aggravated felon after local police arrested him for providing false information to law enforcement. The subject has been deported nine times and has 51 documented arrests, which were processed under 16 different aliases. ICE placed a detainer for the subject pending Casa Grande Police Department disposition, and the AUSA is considering prosecuting the subject under Title 8 USC §1326 upon his release from local custody.

BOSTON, Mass.—On May 18, 2009, the Boston PD arrested a native of the Dominican Republic for failing to stop for a police officer. The subject was also charged with leaving the scene of property damage, driving with a revoked license, possessing a Class B substance, and distributing a Class A substance. An IDENT/IAFIS Interoperability hit identified him as a previously removed criminal alien with both drug and other aggravated felon convictions, for which he has spent more than 10 years incarcerated in the United States. ICE has reinstated his removal order and is considering presenting the case to the U.S. Attorney’s office for a reentry after removal prosecution under Title 8 USC §1326.

BUCKS COUNTY, Pa.—On April 23, 2009, ICE lodged an Immigration Detainer (I-247) for a native of Barbados after an IDENT/IAFIS Interoperability hit indicated he was a criminal alien detained at a nearby local correctional facility. Upon investigating the subject’s criminal history and conducting a field interview, an IEA at the Philadelphia Field Office determined the subject has multiple convictions for drug possession and is thus removable from the United States. The subject is currently in ICE custody awaiting removal proceedings.

MONTGOMERY COUNTY, Pa.—On April 14, 2009, ICE placed an Immigration Detainer (I-247) for a subject as a direct result of an IDENT/IAFIS Interoperability fingerprint query. The subject, a native of Mexico, had recently been arrested for providing false ID to the Norristown Police Department. The subject has an extensive criminal history in the United States since 1977, including numerous misdemeanor convictions and multiple drug felonies, for which he spent more than seven years in prison. ICE currently has custody of the subject and is considering presenting the case to the U.S. Attorney’s Office for prosecution under Title 8 USC §1326. If not prosecuted, ICE will reinstate his previous removal order.

MIAMI, Fla.—On April 2, 2009, CAP-Miami used IDENT/IAFIS Interoperability provided by the Secure Communities initiative to identify a native of the Bahamas while he was incarcerated at the Miami-Dade Corrections and Rehabilitation facility. The subject was scheduled to be released on April 6, 2009, after serving his sentence for resisting an officer. However, ICE placed an Immigration Detainer after IDENT/IAFIS system checks confirmed his identity as a B-2 Overstay with eight prior Level 1 convictions for assault and narcotic violations. The subject is currently in ICE/DRO custody pending removal.

FAIRFAX COUNTY, Va.—On March 27, 2009, Fairfax County Adult Detention Center identified a Belgian male subject as a direct result of a Secure Communities inquiry after he was arrested for solicitation of prostitution. The subject was previously convicted of an aggravated felony and has been arrested or encountered by local law enforcement 13 times using multiple aliases since he entered the United States in 1985. He applied for, but was denied U.S. Citizenship in 1999. His previous convictions include felony drug possession, second degree assault, felony robbery, and first degree attempted armed robbery. ICE placed an Immigration Detainer (I-247) for the subject and has taken actions to process his timely removal.

MIAMI, Fla.—On March 20, 2009, IDENT/IAFIS Interoperability identified a Jamaican male after the Miami Dade PD arrested him for petit theft. Since he entered the United States as a Lawful Permanent Resident in 1979, he has been convicted of 67 crimes, including aggravated felony convictions for strong arm robbery, assault with a deadly weapon, and several charges for cocaine possession. Based on his multiple convictions for Crimes Involving Moral Turpitude, he is removable under Section 237 of the INA. He is currently in ICE custody awaiting removal.

BMIAMI, Fla.—On March 18, 2009, ICE-CAP Miami identified a citizen and national of the Bahamas after he was booked on an open warrant for a traffic violation. The subject has 31 previous arrests and 11 convictions, including aggravated battery causing great bodily harm, burglary, and multiple charges for dealing and possessing drugs. The North Miami Beach PD identified the subject as a member of the Victory Park gang and determined he entered the United States illegally as an EWI. ICE will assume custody upon his release.

BOSTON, Mass.—On March 8, 2009, the Boston PD booked a Honduran male on a charge of domestic assault and battery. As a result of IDENT/IAFIS Interoperability, the ICE Miami Field Office, while assisting the Boston Field Office with 24/7 response capability, identified the subject as a previously-removed criminal alien with MS-13 gang affiliation. ICE reinstated the removal order and will execute it upon completion of criminal proceedings.

BOSTON, Mass.—On February 22, 2009, ICE identified a subject via biometric identification after the Boston PD arrested him for assault and battery with a dangerous weapon. He has two criminal histories under different identities, which include an aggravated felony conviction for drug trafficking. The subject was previously deported from Miami to his native Jamaica in 1998. ICE has reinstated his removal order and is considering presenting the case to the U.S. Attorney’s Office for prosecution under Title 8 USC 1326.

BOSTON, Mass.—On February 17, 2009, the Boston PD booked a criminal alien on a charge of making false statements. Using biometric identification, the ICE Phoenix Field Office identified the subject as a Jamaican national who was previously removed from the United States in 1999. The subject’s criminal history under multiple aliases includes a felony drug conviction for trafficking cocaine. ICE has reinstated the previous removal order, which it will execute upon completion of pending criminal proceedings.

MARICOPA COUNTY, Ariz.—On January 29, 2009, the Mesa PD encountered a criminal alien while responding to a family dispute incident. The subject was arrested for strong arm aggravated assault against a family member, but was released on bond. A Secure Communities inquiry identified the subject as a Mexican national who was deported in 2006 after serving more than seven years in the Arizona Department of Corrections for aggravated assault with a deadly weapon and gang-related threats and intimidation. Subsequently, the Phoenix ICE / DRO Field Offices’ Law Enforcement Agency Response (LEAR) Unit and Violent Criminal Alien Section (VCAS) located and apprehended the subject. ICE processed the case as a Reinstatement Order of Removal (ROR) pending the outcome of a referral to the U.S. Attorney’s Office for a Title 8 USC 1326 prosecution.

On March 17, 2009, the subject accepted a plea agreement from the U.S. Attorney’s Office and is scheduled for a court hearing in June 2009. He is currently incarcerated and awaiting sentencing at a Federal Bureau of Prisons facility.

BOSTON, Mass.—On December 23, 2008, the Boston PD arrested a subject for possession with intent to sell heroin. Using biometric identification, the ICE Boston Field Office identified the subject as a national of Guyana who entered the United States as an EWI in 1999. ICE encountered him in January 2005, after he was convicted of possession with intent to sell heroin. He was ordered removed but was subsequently released under an order of supervision. ICE lodged an Immigration Detainer (I-247) and will assume custody of the subject upon disposition of current criminal charges. ICE will attempt to execute the existing warrant of deportation.

DALLAS COUNTY, Texas—On December 12, 2008, the ICE Dallas Field Office identified a Mexican male subject with multiple aliases after he was arrested for cocaine possession. The subject’s extensive criminal history includes charges for driving while intoxicated, assault causing bodily harm, retaliation while incarcerated, and two charges for possession of dangerous drugs. ICE has assumed custody of the subject and has initiated removal proceedings.

BOSTON, Mass.—On November 25, 2008, the Boston PD booked a subject on charges of domestic assault and battery with a dangerous weapon. ICE used biometric identification to identify the subject as a Salvadoran national who entered the United States without being inspected on December 30, 2000. His previous Temporary Protected Status claims have been denied. ICE lodged an Immigration Detainer (I-247) and has assumed custody of the subject.

BOSTON, Mass.—On November 13, 2008, the Boston PD identified a previously-removed Brazilian female after she was booked on a felony charge for assault and battery. ICE has reinstated the previous removal order, which it will execute upon completion of the subject’s pending criminal proceedings.
