Draft -- Group Coverage Qualification Standards for
Administrative and Management Positions

This qualification standard covers positions in the General Schedule (or equivalent) that involve the performance of two-grade interval administrative and management work. A list of the occupational series covered by this standard is provided below.

Basic Requirements

This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions.

Level Education

GS-5 (or equivalent)

associate's degree or at least 2 academic years above high school

GS-7 (or equivalent)

bachelor's degree

GS-9 (or equivalent)

master's or equivalent graduate degree (as specified in individual occupational requirements)
at least 1 academic year of graduate education or law school (as specified in individual occupational requirements)

Education must demonstrate the competencies/knowledge, skills, or abilities necessary to do the work

GS-11 (or equivalent)

Ph.D. or equivalent doctoral degree
at least 3 academic years of progressively higher level graduate education

Education must demonstrate the competencies/knowledge, skills, or abilities necessary to do the work


Experience: The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, certification), as appropriate.

GS-5 and Above (or equivalent): For all positions individuals must have experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

  2. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

  3. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  4. Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience.


Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require 1 year of specialized experience at the next lower GS-grade level (or equivalent).

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
