U.S. Commerce Secretary Gary Locke and Energy Secretary Steven Chu paid a visit to China from July 14 to 17, 2009. During the three-day visit, the Secretaries stressed the importance of cooperation between China and the United States in slowing global warming and promoting clean energy and they were in talks with the Chinese side to build a Sino-US clean energy center for promoting the use of clean energy. Chu and Locke met with Chinese leaders including Premier Wen Jiabao, Vice Premier Wang Qishan, Vice Premier Li Keqiang and other leading officials from the National Development and Reform Commission, the Science and Technology Ministry, the Commerce Ministry, the Health Ministry and the Industry and Information Technology Ministry. China approves new economic zone in NE coast
China's State Council, approved plans Wednesday to develop the coastal economic belt in the northeastern Liaoning Province in effort to rejuvenate the traditional industrial base. US private equity firms eye mainland market again
US venture capital groups appear to have again put China in their sights, said a report from UK-based Mergermarket Group, an intelligence provider on mergers, acquisitions and private equity. According to the report, the most high-profile deal this month was US private equity giant Bain Capital's move to acquire a minority stake in Gome, the Chinese electrical appliance retailer, for about $400 million. Outsourcing still hot business in China 
China's outsourcing industry has maintained a strong business growth in the first five months of this year although the financial crisis has reduced demand from foreign companies such as big banks and insurance companies. Wang Chao, assistant minister of commerce, said in an industry forum that the contract value of China's outsourcing industry reached $2.59 billion from January to March, an increase of 25.9 percent compared with the same period last year. Ministry says to encourage foreign firms to list in China
China will work out policies to allow overseas firms to list in China amid efforts to stabilize foreign direct investment, Vice Minister of Commerce Chen Jian said on July 2. "The country will research into and roll out policies on domestic initial public offerings (IPOs) of foreign-funded firms to encourage high-quality overseas firms to become listed in China," Chen said at a press conference in Beijing for the 13th China International Fair for Investment and Trade. China: Medical Devices Market and Healthcare Reforms
China’s large and aging population combined with its recently announced health care reforms, combine to make it one of the largest potential healthcare markets in the world. With rapid economic development and rising healthcare demands, China’s healthcare and medical devices markets have witnessed strong growth over the past three decades. From 2001 through 2008, China’s imports of medical devices recorded an average annual growth of 30 percent from $1.64 billion to $5.22 billion. By 2007, China produced over $28 billion worth of medical devices a year with almost 1/3 (equal to $8.4 billion) exported. There are approximately 11,000 domestic medical device manufacturers and a large number of foreign suppliers competing in the China market. Major buyers include 19,700 hospitals, 3,500 CDCs, and 63,000 urban and rural health centers. As a result of the New Healthcare Reform launched in April, 2009, China’s medical devices market size is projected to expand at an annual rate of over 15 percent in the coming years. Such market expansion should generate opportunities for overseas suppliers of 1) advanced medical imaging equipment, 2) devices/consumables/implants for sophisticated surgical procedures and treatments, 3) rehabilitation and therapeutic equipment, 4) IVD products for disease prevention and early detection, 5) healthcare information systems and remote diagnostic technologies.

China and Northeast Region: Agricultural Machinery

China’s agricultural mechanization has entered into an intermediate stage in its transformation from traditional to modern farming. To support this stage of transformation, the central government has announced policies, incentives and financial aides to facilitate the upgrade of farming equipment.

This current alignment of market demand and government support is a window of opportunity for all ag machinery manufacturers. But there are also challenges: for Chinese manufacturers the challenge is to innovate to step up to international competition, and for foreign companies it is to bring their state of the art technology and equipment to compete in this market.

The northeast region is one of China’s major agricultural bases and has played an important role in China’s food production and food security. But the variations in geographic features and the level of economic development from one region to another adds yet another challenge to the government’s goal of increasing mechanization. In some regions, farmers simply do not have the economic means to leave traditional farming behind.

This report aims to help the new-to-market U.S. exporters understand the development of the agricultural machinery market in China and the northeast, and identify challenges and opportunities for them.

Antimonopoly Law: The First Year

Three recent decisions indicate that China may be considering more than competition in its antitrust reviews China's new Antimonopoly Law (AML) took effect last August. The AML introduced a new mandatory regime for the review of mergers, acquisitions, and joint ventures. In the past year, guidelines and rules have been published that clarify the Ministry of Commerce's (MOFCOM) procedures for enforcing the new regime, and MOFCOM's decisions have been published in three high-profile cases. There are, however, still important uncertainties about MOFCOM's procedures and substantive analysis. In fact, the three published merger decisions - InBev/ Anheuser-Busch, Coca-Cola/Huiyuan, and Mitsubishi/Lucite—have reinforced the notion that MOFCOM may use the AML to achieve goals unrelated to competition law. Now, roughly a year after the AML took effect, it is time to evaluate China's new merger-control regime and assess the implications of recent cases.

How to Reduce Hepatitis B

The success of GE China's HBV vaccination program offers an example for companies considering similar programs General Electric China Co., Ltd. (GE China) offered a voluntary, free hepatitis B virus (HBV) vaccination program to all employees between February 2007 and March 2009, in what may have been the first time a major foreign employer in China attempted a company-wide HBV inoculation program. GE China believes the program reduced the risk of new HBV cases among staff and reduced associated work time lost, boosted staff morale, and improved employees' opinion of the company.
