CHAIRMAN

Chairman Pope photo Carol Waller Pope - On March 25, 2009, President Barack Obama designated Carol Waller Pope as Chairman of the Federal Labor Relations Authority (FLRA).  Previously, on February 19, 2009, President Obama designated Ms. Pope as Acting Chairman of the FLRA. Originally nominated by President William J. Clinton, she has served as a Member of the Authority since November 2000. Chairman Pope was unanimously confirmed by the United States Senate to a second term as FLRA Member on October 2, 2008. Her term expires in July 2009.  Chairman Pope is the first FLRA career employee to serve as Chairman and Member. 

Chairman Pope began her federal career as an attorney with the Employee Benefits Division of the Office of the Solicitor, U.S. Department of Labor in 1979. She joined the FLRA Boston Regional Office in February 1980. In 1994, she accepted a Schedule C appointment as Executive Assistant to the General Counsel of the FLRA. In 1996, she returned to career service as the Assistant General Counsel of the FLRA. As Assistant General Counsel, she had responsibility for management of the administrative review process of over 400 unfair labor practice charge dismissals annually.

A native of Pittsburgh, Pennsylvania, Chairman Pope earned a Bachelor of Arts degree in Psychology and Education from Simmons College, and a Juris Doctor degree from Northeastern University School of Law. In addition, she received training in conflict resolution from both Cornell University School of Industrial and Labor Relations and Harvard Law School, as well as senior executive leadership training at the Federal Executive Institute in Charlottesville, Virginia.

Chairman Pope is admitted to practice before the Supreme Court of the United States, the United States Courts of Appeals for the First and Fifth Circuits, and the Commonwealth of Massachusetts. She is the recipient of distinguished work and leadership awards from the American Bar Association, Federal Labor and Employment Law Section and Simmons College.

Member Beck photo Thomas M. Beck - On October 2, 2008, Thomas Beck was  unanimously confirmed by the United States Senate to be a Member of the Federal Labor Relations Authority for a term ending on July 1, 2010. Member Beck is the immediate past Chairman of the FLRA.

Prior to joining the FLRA, Member Beck was a partner in the global law firm Jones Day. He joined Jones Day in 1992 after graduating from the University of Virginia School of Law, and spent the next 16 years practicing primarily in the areas of civil litigation and labor and employment law. During his career in private practice, Member Beck appeared in numerous federal and state trial courts throughout the United States; argued cases in several United States Courts of Appeals; represented clients before various administrative agencies; and handled dozens of labor arbitrations.

Member Beck is an adjunct professor at the George Mason University School of Law, teaching in the areas of Separation of Powers and Legislation & Public Policy. He is also a volunteer with Court Appointed Special Advocates of Fairfax County, a non-profit organization that advocates for the best interests of abused and neglected children in the Fairfax County Juvenile and Domestic Relations Court.
