Mary Levering Appointed Deputy Register of Copyrights

Under his authority to reassign senior level staff, Librarian of Congress James H. Billington has named Mary Berghaus Levering to assume the new position of Deputy Register of Copyrights effective April 4, 1994. The Deputy Register is responsible for managing the day-to-day operations of the Copyright Office and, in the absence of the Register, fully assumes his or her responsibilities.

In making the announcement of this appointment, Dr. Billington noted that Ms. Levering's combination of education and experience in law and librarianship, coupled with her penchant for hard work and ability to motivate people, makes her a perfect choice for this position.

Prior to being detailed to the Copyright Office in August 1993 to assist in its operation during the transition period following Ralph Oman's retirement, Ms. Levering had served as Executive Director of the Federal Library and Information Center Committee (FLICC) since 1989. She came to the Library as a participant in its intern program for outstanding library school graduates in 1966. Thereafter she served in a number of positions of increasing responsibility prior to being selected for FLICC leadership, including roles as special assistant to the Director for Overseas Operations, Processing Department; assistant coordinator of review, Congressional Research Service; assistant chief of the Network Development Office, National Library Service for the Blind and Physically Handicapped; and chief of the Network Division, National Library Service for the Blind and Physically Handicapped.

Ms. Levering received a bachelor's degree, maxima cum laude, from the University of Portland in 1965; a master's degree in library science, with distinction, from the University of Washington in 1966; and a J.D. degree from the Georgetown University Law Center in 1977. A member of the Supreme Court Bar and District of Columbia Bar, she is active in both the Intellectual Property Law and the Government Contracts sections of the District of Columbia Bar and the Federal Bar Association (FBA), and has served on the Council of the FBA's Capitol Hill Chapter.

Louis R. Mortimer, chief of the Federal Research Division, Constituent Services, has been assigned to serve collateral duties as executive director of the Federal Library and Information Center Committee on a temporary basis.
