NOTES: The number of adoptions reported here does not equal the number of adoption discharges reported under foster care exits because the adoptions reported here include adoptions of some children who were not in foster care but received other support from the public agency. In addition, states have historically underreported adoption discharges. In contrast, states tend to more accurately report the adoptions to the AFCARS adoption database because those are the adoptions used to calculate adoption incentive awards. Missing data are not used in the calculation of the percentages. Percentages in some tables may not total 100% due to rounding
