Welcome to Pennsylvania's online application to register as a home improvement contractor.  By completing this online application, and submitting the application fee, contractors can register with the Office of Attorney General as required by the Home Improvement Consumer Protection Act. 

You must have a credit card to register online and you must complete all required fields on each registration page in order to be able to submit your application. 

After you complete the application you will be asked to certify that the information contained in your application is truthful and complete and submit an application fee of $50.00. When filing online, you will pay with a credit card, which will incur a processing fee of $1.25.  If you pay online, this fee will show up on your credit card statement under "Educational Billing Services". You will then be issued a unique Pennsylvania Home Improvement Contractor number (example: PA123456).  The registration number must be included in any advertisements, contracts, estimates and proposals that you use in Pennsylvania.  You will also receive a registration certificate by mail.

In addition to registering with the Office of Attorney General, home improvement contractors must also use contracts meeting the requirements of the Home Improvement Consumer Protection Act and must refrain from engaging in any act or practice prohibited by the law.  Failure to comply with the Home Improvement Consumer Protection Act can lead to civil and criminal penalties.  A copy of the home Improvement Consumer Protection Act is available from this [link].  You may also view a list of Frequently Asked Questions about the law [here ].

You will need the following information to complete this form:

  • Contact and background information for the applicant, including the applicant's driver's license, social security, and federal employee identification numbers (if applicable)
  • Insurance coverage information from the applicant's insurance policy, including your insurer's NAIC number.  If this information is not listed on your policy, please contact you insurance agent.  Applications cannot be processed without this information.
  • A list of all home improvement registrations and licenses issued to the applicant in other states, including local or municipal registration or licenses
  • Information, including the Court name and docket number, for any bankruptcies, criminal convictions or guilty pleas, civil lawsuits, and other background data for each person or business listed in the application
  • For business applicants (corporations, partnerships, etc.), information for all officers, directors, partners, joint venture parties, directors and parties with more than a 5% interest in the business.
  • For out-of-state applicants, the name and address of your registered agent

Your registration session will end after 2 hours of inactivity, after which time you will need start over.   Please gather this information before you begin the online application.
