Goods Movement Program

Port Truck Retrofit Program

The Bay Area Air Quality Management District (Air District) is currently accepting applications for the 2009 Port Truck Retrofit Program. The purpose of this Program is to provide funding to retrofit heavy-duty diesel trucks operating primarily as “port trucks” at ports and railheads in the District’s jurisdiction. We will be processing and funding applications on a first-come/first-served basis so that retrofits may be installed as soon as possible.

We are currently writing grant agreements with truckers and installing retroft devices to help port truckers meet the Phase I requirements of the California Air Resources Board's Port Truck Regulation. This Regulation requires trucks with 1994 through 2003 model year engines to have a diesel particulate filter installed on the trucks before January 1, 2010 to continue to enter the Port. Trucks with 1994 through 2003 model year engines that do not have a diesel particulate filter installed will not be able to enter the Port beginning January 1, 2010.

Download the application or pick up an application at the OT411 outreach center at 11 Burma Road, off Maritime Ave in Oakland. The OT411 outreach center is the trailer with the Bay Area Air District banners hanging on the outside. Complete the application and return it to the OT411 outreach center which will be open from 2:30pm to 6pm Monday through Friday. You can also go to the OT411 outreach center with questions and for assistance completing your application. If you have already submtitted an application you do not need to resubmit but you should check with the District staff at the OT411 to make certain that your previous submittal is complete.

NO equipment is to be ordered and NO work is to begin until:
  • Air District staff has successfully conducted a pre-project inspection on your equipment

AND

  • You have a fully executed grant agreement in place.

No costs or financial commitments (e.g., purchase order) associated with the project that were incurred or undertaken before the date of execution of a grant agreement will be accepted by the Air District. Board approval of a project recommendation is not a guarantee of funding. Please note that only a fully executed grant agreement constitutes an obligation for the Air District to fund a project.

Other Goods Movement Projects

On December 23, 2008, the District was notified by the California Air Resource Board (ARB) that due to the State of California 's budget crisis funding for the Goods Movement Program has been temporarily suspended. The ARB instructed the District not to enter into grant agreements for Goods Movement projects until funding through the sale of bonds has been secured. Once funding for the program has been reinstated by the ARB the District will evaluate and re-rank projects for funding.
