The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP) is accepting applications for fiscal year (FY) 2008 for Prevention of Substance Abuse (SA) and HIV for At-Risk Racial/Ethnic Minority Subpopulations (Short Title: Minority SA/HIV Prevention Initiative) cooperative agreements.

The purpose of this program is to support an array of activities to assist grantees in building a solid foundation for delivering and sustaining quality and accessible state-of-the-science substance abuse and HIV prevention services. Specifically, the program aims to engage community-level domestic public and private nonprofit entities to prevent and reduce the onset of SA and transmission of HIV/AIDS among the following at-risk racial/ethnic minority subpopulations:

  • Reentry populations (i.e., racial/ethnic minorities who have been released from prisons and jails within the past 2 years)
  • Men having sex with men (MSM)
  • Black, Latina, or Hispanic women
  • Adolescents (age 12—17)
  • Young adults (age 18—24)
  • Older adults, age 50 and over in communities of color disproportionately affected by SA and HIV/AIDS
