The United States Agency for International Development is the United States Government’s agency for cooperation and assistance, works in approximately 80 countries supporting economic growth, agriculture and trade; global health; and democracy, conflict prevention and humanitarian assistance.

Development Cooperation With Mexico

USAID/Mexico manages a $28 million annual program of development cooperation in Mexico. For 2003-2008, USAID’s program supports Mexican development and reform initiatives in the following key areas:

  • Improved governance and strengthened rule of law
  • Prevention and control of infectious diseases such as Tuberculosis (TB) and HIV/AIDS
  • Improved management of natural resources, including energy efficiency and promotion of renewable energy sources
  • Broadening access to finance, particularly for Mexican micro-enterprises; and
  • Strengthened higher education partnerships in support of bilateral U.S. and Mexico development priorities, particularly trade and commerce

USAID works with a wide range of Mexican and U.S. partner organizations to implement these programs, including Mexican Federal, state and local governments, universities, NGOs, and the private sector.

Governance and Rule of Law: USAID supports Mexican initiatives to improve the responsiveness and transparency of government and its accountability to citizens. USAID supports GOM programs to re-engineer government institutions and transform management cultures where quality to citizens is the focus of government services and results. USAID supports the Government of Mexico’s new government-wide civil service law, provides training programs for government auditors, and promotion of freedom of information laws and the development of model legislation for Supreme Audit Institutions in several states. USAID provides technical assistance through U.S. NGOs (IRI and NDI) to political parties to reform and modernize party policies and to encourage an increase in the political participation of traditionally underrepresented groups. USAID promotes greater access to justice through support of the Government of Mexico’s criminal justice reform to implement oral, adversarial criminal justice systems at the state and federal levels. USAID also supports Mexican efforts at court-annexed mediation centers to provide greater access to justice for thousands of Mexicans previously without access to the formal justice system.

USAID provides support to Mexican networks of NGOs to serve as better human rights defenders and NGO-run centers to provide better mental health and medical services to torture survivors. USAID is working with Mexican institutions to implement a new Counter-Trafficking in Persons initiative to fight trafficking for the purpose of sexual exploitation and forced labor.

Environment and Energy: USAID is supporting Mexican institutions efforts in the management and conservation of natural resources through the introduction of best practices that improve economic opportunities for areas with exceptional biodiversity. These best practices include promotion of conservation coffee, certified timber products, and sustainable tourism, as well as other practices that protect the environment while increasing economic benefits. In support of Mexican public and private sector activities, USAID is developing community based natural resource management plans in targeted watersheds, focusing on sustainable forestry and watershed management. Fire management and prevention, pollution reduction, energy efficiency and the promotion of renewable energy are integral components of the Mission’s goal to improve natural resource management. Activities are applied in key watersheds in the poorest regions, as well as along the border region with the U.S. Recognizing the vital importance of water throughout Mexico, watershed management is used as an integrative theme to link local, state and federal partners. Activities are implemented through U.S. and Mexican NGOs and private contractors, in close collaboration with Government of Mexico agencies.

Health: Tuberculosis Control and HIV/AIDS Prevention: USAID collaborates with the national HIV/AIDS organization to improve the policy environment and delivery capacity of HIV/AIDS prevention programs in eight Mexican states. USAID is cooperating with Mexico’s Health Ministry (Secretaría de Salud) to support Mexico’s National TB Control program designed to improve planning and modernize technologies for TB detection, diagnosis, and treatment.

Microenterprise Finance and Remittances: USAID works with Mexican partners to develop policy and supervision of the microfinance sector. This activity improves institutional capacity in selected microfinance institutions and regulatory groups and examines market demand for new services around remittances.

Training for Development: USAID supports the formation of new partnerships between U.S. and Mexican institutions of higher education and the private sector, and supports training and exchanges in the U.S. for young Mexicans working on economic growth and social development issues. More
