IMPORTANT ANNOUNCEMENT ABOUT METHOD OF BENEFIT PAYMENTS

The Unemployment Insurance (UI) Program offers direct deposit as a payment method. With direct deposit, benefits are electronically deposited directly to an existing checking or savings account of your choice. After receiving your 4-digit personal identification number from the UI Program, visit the Payment Selection Web page to select direct deposit as your payment method. The Payment Selection Web page is available 24 hours a day, 7 days a week. The UI Program automatically deposits your benefit payments to the Colorado Automated Payment (CAP) Card unless you request direct deposit as your payment method. Reopening Your Emergency Unemployment Compensation Claim

If you need to reopen your Emergency Unemployment Compensation (EUC) claim, contact the Customer Contact Center at 303-318-9000 (Denver-metro area) or 1-800-388-5515 (outside Denver-metro area). The first payable week for this extension of EUC is the week of November 23-29, 2008.

Do not call the automated telephone response system at 1-888-563-4280 (toll free) to reopen your EUC claim. If you attempt to reopen your EUC claim on the automated telephone response system, your request will reject, resulting in delays in the processing of your reopen request.

EXTENSION OF Emergency Unemployment Compensation

President Bush has signed into law a bill that provides up to seven additional weeks of Emergency Unemployment Compensation (EUC) to eligible, unemployed individuals. The first payable week for this extension of EUC is the week of November 23–29, 2008. The Customer Contact Center is currently experiencing high call volumes and callers are experiencing long wait times. Detailed information is available on the EUC Web page. If you review the EUC Web page, you may find answers to your questions and eliminate the need to call the Customer Contact Center. The Colorado Department of Labor and Employment will contact all potentially eligible individuals with filing instructions and will update the EUC Web page with new information.

UNEMPLOYMENT INSURANCE CLAIM SELF-SERVICE RESOURCE GUIDE

Because of a high call volume, callers to the Unemployment Insurance (UI) Customer Contact Center are currently experiencing a long wait time before speaking with a customer-service representative. To avoid long wait times, read Publication B-19, Unemployment Insurance Handbook for Claimants, as your first source of information about UI claims. OvervieW

The UI Program provides temporary and partial wage replacement to workers who have become unemployed through no fault of their own. The program is funded by employer paid taxes and provides benefits to those who meet the eligibility requirements of the Colorado Employment Security Act. The intent of the program is to aid in maintaining the economic stability within a community by safeguarding the income and purchasing power of the unemployed worker. The program is administered by the Division of Employment and Training of the Department of Labor and Employment.

LEGAL PRESENCE REQUIREMENTS

Colorado law requires all persons 18 years and older to provide proof that they are lawfully present in the United States before receiving certain benefits, including unemployment insurance (UI). In order to receive UI benefits from Colorado, you must affirm that you are a citizen or a legal, permanent resident of the United States or otherwise legally reside in the United States in accordance with federal law. You must possess and provide information regarding one of the following forms of identification (ID):

  • A valid Colorado driver’s license or a valid Colorado ID card.
  • A United States military ID card or a military dependent ID card.
  • A United States Coast Guard Merchant Mariner card.
  • A Native American tribal document.

NOTE: Unemployed workers living outside Colorado must provide information proving that they have a valid driver’s license or ID card issued by another state or by Canada.

You must affirm your citizenship or legal presence in the United States by signing and returning Form UIB-1, Claim for Unemployment Insurance Benefits. Also, please provide information about your proof of ID on the same form. The form is mailed to you after you file a new UI claim, file an additional UI claim, or reopen an existing UI claim. You must provide this information only once during each claim year. The form must be completed, signed, and received by the UI Program within the timeframe specified on the form or your claim for UI benefits will not be paid for the weeks prior to the week in which the form is received by the UI Program.
