Ambassador Garza Announces New University Partnerships Between the United States and Mexico

Guadalajara, Jalisco, June 29, 2005 – “The new academic partnerships that we are announcing today promote common goals in democracy, natural resources, rural development and public health in Mexico. These alliances will enhance the prosperity and global competitiveness of Mexico,” said U.S. Ambassador to Mexico Tony Garza at a Training, Internships, Exchanges, and Scholarships (TIES) conference today in Guadalajara.

The objective of the annual U.S.- Mexico University Partnerships for Prosperity Conference (TIES Program), held for the first time in Mexico, is to bring together university collaborators on both sides of the border from the 37 alliances under the TIES program. Nine new awards between academic institutions of both countries will be announced by Ambassador Garza.

TIES is a key initiative of the U.S.–Mexico Partnership for Prosperity launched in 2001 by Presidents Bush and Fox. TIES has a budget of $50 million dollars over eight years provided through collaboration between the U.S. government, academic institutions and the private sector of Mexico and the United States. The U.S. government provides a total of $35 million for TIES, with universities and the private sector contributing an additional $15 million to support more than 750 scholarships and an estimated 50 partnerships between Mexican and U.S. universities.

Ambassador Garza stated, “I am especially proud to announce these new nine university TIES partnerships that demonstrate the importance of cultural and educational exchange, as well as its positive impact on the two countries.”

In addition to the Ambassador, the United States Agency for International Development (USAID) Assistant Administrator for Latin America and the Caribbean Adolfo Franco and representatives of Mexican and U.S. universities attended the event.

Within Mexico, TIES is a catalyst for advanced research and its application for solutions to real life problems.

The nine new TIES awards and partnership titles for 2005 are:

1. - Ohio State University - Centro de Investigación y Docencia Económicas
University Partnership to Build Rural and Micro-Finance Capacity in Mexico

2. - Colorado State University - El Colegio de la Frontera Sur
An Integrated Partnership for Improving the Management of Parks and Protected Areas in Chiapas and Oaxaca, Mexico

3. University of California/Berkeley - Instituto de Salud Pública (Cuernavaca)
Collaborative Training in HIV/AIDS and Tuberculosis

4. University of Wisconsin - Stevens Point - Instituto Tecnológico y de Estudios Superiores de Monterrey, Campus Monterrey / Universidad Autónoma de Chapingo
Partnership for Healthy Watershed Management Training in the Sierra Norte Region of Oaxaca, Mexico

5. Illinois Institute of Technology - Instituto Tecnológico y de Estudios Superiores de Monterrey Campus Chihuahua
Innovative Training for Pollution Reduction and Efficient Energy Use

6. University of Vermont - Universidad Anáhuac Campus Xalapa
Ecological Economics: Integrative Graduate Education and Research Project

7. Southwestern University - Universidad de Guanajuato
Creating the Foundations for Informed Criminal Procedure Reform: Training Professors and Lawyers as Advocates and to Teach Advocacy

8. University of California, San Diego - Universidad Autónoma de Baja California Campus Tijuana
A Cross-Border HIV/AIDS Prevention Training Program in the Northwest Mexican Border Region

9. West Virginia University - Universidad Autónoma de Querétaro
