American Indian/Alaska Native -
"Circles of Care"

DESCRIPTION: The Circles of Care program is designed to support Federally recognized tribal governments and urban Indian programs in their efforts to design and assess culturally appropriate mental health service models for American Indian/Alaska Native (AI/AN) children with serious emotional/behavioral disturbances and their families. The program supports AI/AN communities in their efforts to build the infrastructure to increase the capacity and effectiveness of their behavioral health service systems to reduce disparities between the need and the unique blend of federal and state programs available in their largely rural/frontier communities.

Knowledge regarding the formulation and evaluation of programs based on the needs, values, and principles of the grant communities will provide an important information base for tribes as well as for other special populations with cultural, linguistic, and geographic barriers to effective services.

Under this announcement, each grant community engages in a strategic planning process to assess the existing service system, identify strengths and needs, develop a model, and evaluate the potential cost and funding resources to implement the model.

ACCOMPLISHMENTS: Sixteen grants have been awarded to tribal and urban Indian communities within the past six years. The three-year grant program is a cooperative effort with Indian Health Service and the National Institute for Mental Health.

EVALUATION/PERFORMANCE MEASURES:

  • An adjusted system model that works for AI/AN and other special populations.

  • Greater equity of opportunity for tribes in developing effective services for their children and youth with serious emotional/behavioral difficulties.
