VISION
• To develop realistic and reasonable policy that supports the combatant commanders and is synchronized with Service Title 10 responsibilities.
• To serve as the advocate for COCOM logistical and support requirements and translate their fiscal submissions into the operational context for senior DOD, Executive Branch, and Congressional leadership.

MISSION
• Serve as the principal advisor to the OSD leadership on policy and program support to the combatant commands (less TRANSCOM).
• Develop and maintain a comprehensive policy framework and program support governing joint filed logistical and support operations (includes combat, humanitarian, and disaster relief).
• Coordinates policy for the USD relating to field operations, civilians in the forward area and battle space, forward distribution and maintenance operations, contract support to include LOGCAP, management of frustrated cargo, disposal or re-distribution of excess materiel and scrap, and retrograde operations.
