Mr. Simmons completed his Bachelor of Science degree in Mechanical Engineering at West Virginia University and received his Master of Engineering Management degree from George Washington University. Mr. Simmons began his engineering career in 1987 as a mechanical and fire protection design engineer for the Public Works Department, at the Naval Surface Warfare Center, Indian Head Maryland. In 1990, Mr. Simmons joined the plant and facilities engineering branch of the Ordnance Department, where he was the Engineer-in-Charge of major plant construction and systems commissioning. In 1997, Mr. Simmons was promoted to Supervising Engineer, Plant and Facilities Engineering Branch, in charge of all plant engineering and construction activities.

Mr. Simmons joined the Architect of the Capitol as a mechanical engineer in 1999 and was promoted to Assistant Superintendent Senate Office Buildings in 2000, in charge of Senate Buildings maintenance and construction. Mr. Simmons was promoted to Deputy Superintendent Library Buildings & Grounds in 2003, and Superintendent in 2006.

Mr. Simmons has an extensive engineering background in facilities design and construction. Additionally, his fire protection and safety experience has helped the AOC accomplish significant milestones in the area of fire protection and life safety modernization. The professional career of Mr. Simmons has been devoted to technical excellence and client satisfaction. He is a registered professional engineer in the Commonwealth of Virginia.  He resides in La Plata, MD with his wife Debbie, and two children, Matthew and Caitlin.
