Frank J. Tiscione

Acting Architect of the Capitol
 

Frank Tiscione graduated from the University of Massachusetts in 1976 with a B.S. in Civil/Structural Engineering. Mr. Tiscione entered the military in 1976 and was commissioned as an officer in the Air National Guard in 1977.  In 1978, Mr. Tiscione moved to California and took a position with the Department of the Interior as a Petroleum Engineer responsible for the sale of off shore land for oil exploration. In 1979, Mr. Tiscione moved back to the east coast for a position as a Civil/Structural Design Engineer in the Department of the Navy at the Naval Surface Warfare Center in Indian Maryland. In 1982, he accepted a position as the Supervisory Civil Engineer in Charge of Construction at the Naval Surface Warfare Center. In 1988, Mr. Tiscione was assigned as Lead Engineer responsible for the Construction of the Air Force One Presidential Hangar. Upon completion of that assignment in 1989, Mr. Tiscione returned to the Naval Surface Center, and was appointed as the Director of Engineering. In 1996, he was appointed Director of Facilities Planning. In 1998, Mr. Tiscione joined the Architect of the Capitol as an Assistant Superintendent, Senate Office Buildings. After serving 2 years at the Senate Office Buildings, Mr. Tiscione was appointed as the Superintendent, Library of Congress. After serving two years in this position, in Nov 2001, he was appointed the Superintendent, House Office Buildings, the position he currently holds.

Mr. Tiscione’s military career spans 29 years. A majority of his military career was in the civil engineering field where he held positions in managing Engineering and Operations as well as commanding a unit of 139 civil engineering personnel. He also was selected as Deputy Commander for Logistics managing a maintenance organization responsible for maintaining Air Force Fighter aircraft.  He also served as Director of Support for the District of Columbia Air National Guard.  He has received numerous awards including the Meritorious Service Medal, Air Force Commendation Medal, and the Air Force Achievement Medal.  Mr. Tiscione’s professional expertise includes contract management, construction, engineering and project management.

Mr. Tiscione is married to Rebecca Tiscione, who also works at the AOC as the Director of Human Resources. They have three children, Kimberly, who works for the Department of the Army in Public Relations, David and Stacy. Mr. Tiscione’s hobbies include golf, snow skiing, water skiing, and coaching and watching the kid’s play sports. Mr. Tiscione is committed to ensuring the needs of the customer are met. He also strives to ensure the ever changing needs of the organization are fulfilled and is dedicated to the fairness and welfare to the employees.
