Carlos Gustavo Elias graduated from the University of Puerto Rico in 1980 with a Bachelor of Science degree in Civil/Hydraulic Engineering. In 1987, he obtained his Masters of Science degree in Engineering Administration from the George Washington University. Mr. Elias started his federal career in 1980 with the U.S. Army Corps of Engineers in Huntington, West Virginia. During his career with the Army Corps, he designed spillways, flood walls, and dikes in support of major dam construction projects in Kentucky, Ohio, and West Virginia. In the late part of 1981, he accepted a position with the Department of the Navy at the Naval Surface Warfare Center in Indian Head, Maryland as a Project Engineer in the Public Works Department. In 1989, he was promoted to the position of Director of the Facilities Planning and Architect/Engineering Design functions. During this period, Mr. Elias was instrumental in coordinating the completion of significant design projects for the Navy’s Military Construction program, such as Mixing, Curing, and Assembly facilities is support of weapons systems, Infra-structure Modernization efforts, Housing & Dining facilities, and Administrative facilities as well. In 1996, he was appointed as the Director of Facilities Maintenance for the entire naval installation and remained in that capacity until January 1999, when he joined the Architect of the Capitol as the Deputy Superintendent of the U.S. Capitol Building. In mid-June 2001, Mr. Elias was appointed to the position he currently holds as Superintendent of the U.S. Capitol Building.

Throughout Mr. Elias’ federal career, he has received numerous outstanding performance awards and recognitions including a 1996 Governor’s Citation from Maryland’s Governor Parris N. Glendening for his outstanding professional services to the Department of the Navy and the State of Maryland. In addition to his professional contributions to the Department of the Navy, Mr. Elias served on a part basis as an Engineering Professor with the University of Maryland’s Community Colleges from 1985 through 1991. Mr. Elias taught under-graduate courses in the fields of Engineering Drafting, Engineering Fundamentals, Introductory Algebra, and Advanced Blue Print Reading. During the period of 1986 through 1990, he also served in a collateral basis as the Hispanic Employment Program Coordinator for the Naval Surface Warfare Center in Indian Head, Maryland. Mr. Elias’ professional expertise include facilities planning and design, design contracts administration, facilities maintenance, construction, and project management.

Mr. Elias is married to Ana Victoria, who is a Real Estate agent for a large broker in the State of Maryland. They have two children, Gustavo & Carlos Omar. Gustavo recently completed his pre-medicine curriculum at the College of William & Mary in Williamsburg, Virginia, and has been accepted at the University of Virginia’s School of Medicine. Carlos Omar is a High School junior at St. Mary’s Ryken, Maryland. Mr. Elias is committed to leading by example and supporting his organization’s goals of continuous improvement and service excellence.
