labor organization, and employee shall have the meanings set forth in 
section 11 of the Age Discrimination in Employment Act of 1967, as 
amended, 29 U.S.C. 621 et seq., hereinafter referred to as the Act. 
References to employers in this part state principles that are 
applicable not only to employers but also to labor organizations and to 
employment agencies.
