Interagency Acquisitions Agreements
Interagency acquisitions offer important benefits to federal agencies, including economies and efficiencies and the ability to leverage resources. In practice, they are beset by problems of inadequate planning, inconsistent use of competition, weak contract management, and concerns regarding financial controls. To ensure clear lines of responsibility between requesting agencies and servicing agencies, to support best interest determinations, and to strengthen the management of assisted acquisitions, the Office of Federal procurement Policy (OFPP) within the Office of Management and Budget Management (OMB) issued a memorandum with attached guidance in June, 2008, on "Improving the Management and Use of Interagency Acquisitions."

As part of the effort to improve this process, Federal Acquisition Institute (FAI) has developed several tools to assist agency acquisition professionals effectively implement OFPP’s guidance and comply with its requirements.

Guide to Acquisition-Related Academic Programs and Courses (PDF 455KB)
FAI provides a guide to US academic institutions with programs and courses in acquisition-related subjects for individuals interested in entering the acquisition field and current employees pursuing education and professional development.

Seven Steps to Performance-Based Services Acquisition
This virtual guide breaks down performance-based services acquisition into seven easy steps, complete with "stories" (case studies). It is intended to make the subject of Performance-Based Services Contracting (PBSC) accessible for all and emphasize collaborative performance-oriented teamwork with a focus on program performance and improvement, not simply contract compliance.

Contract Pricing Reference Guides
The Contract Pricing Reference Guides are a set of five reference volumes that were developed jointly by the Federal Acquisition Institute (FAI) and the Air Force Institute of Technology (AFIT). The Guides are now maintained by the Office of the Deputy Director of Defense Procurement for Cost, Pricing, and Finance (DP/CPF). The Guides were developed to provide instruction and professional guidance for contracting personnel. They provide detailed discussion and examples applying pricing policies to pricing problems. However, as noted in FAR 15.404-1(a)(7), the Guides are not directive and should be considered informational only.
