Project Management Working Group Documents

 

The Chief Acquisition Officers Council (CAOC) Project Management Working Group (PMWG) serves as an inter-agency focal point for promoting increased awareness of project management responsibilities and competencies, sharing of best practices, and fostering the consistent implementation of capital planning and project management-related policy, regulations, processes and practices across the Federal government.

The PMWG's over-arching objective is to promote the consistent implementation and use of project management principles and practices as a means of improving project results Governmentwide. Specific objectives include:

  • Guiding, assisting and promoting a consistent understanding of how to manage projects such as construction, IT, services, and major systems;
  • Understanding the effects of organizational dynamics on project management in the Federal environment;
  • Developing and sharing of project metrics;
  • Addressing Human Capital issues such as the development of project manager workload models and skill mix standards, and promoting collaboration among agencies in implementation of the Federal Acquisition Certification for Program and Project Managers;
  • Identifying best practices that may contribute to improved capital planning and project management;
  • Providing subject matter expertise in reviewing and recommending changes to/enhancement of acquisition policies and regulations related to project management; and
  • Providing subject matter expertise to FAI in the development of project management-related training.

As an inter-agency group, CAOC PMWG membership is limited to Federal employees in the acquisition and/or project management fields (both IT and non-IT). The PMWG will be composed of two groups: a small core group to focus on specific project and program topics, and a larger group that will review the core group's products and make related recommendations. In addition, the larger group may provide specific expertise on an as needed basis. Membership will be rotated on an as needed basis. Ad hoc support from PM-support communities, e.g., legal, contracting, will be obtained as needed.

The PMWG will develop the following:

  • Assess/evaluate the impact of organizational dynamics on project management in the Federal environment;
  • Project Manager workload models and skill mix standards;
  • Project Metrics;
  • Best practices to improve capital planning and project management; and
  • Other standards or practices, as needed, including those related to value methodology (e.g., value engineering).
