RFP/RFQ

The Administration Division’s Request for Proposals / Request for Quotes (RFP/RFQ’s) are open quotes and proposals for projects. It is the District’s way of telling contractors what we want and then allowing them to bid on said projects. The contents of the RFQ/RFP pages are important because the public uses them to find out what projects we have going on, as well as to respond and tell us if they are interested in participating.

Below please find some in-depth definitions and status information regarding RFP's and RFQ’s:

RFP
An RFP is a Request for Proposals. These Requests have a standard format for responses and any company is eligible to submit a proposal. The proposals must follow strict guidelines set forth in the RFP. These guidelines include what specific information the proposals should contain, the format they should be in, the deadline for questions, and the deadline for submissions. RFPs are more complex in scope than RFQs (Requests for Quotes). RFPs contain information about the length of the contract, the Not To Exceed (NTE) amount, and the full scope of work.
RFQ
An RFQ is a Request for Quotations. RFQs are standard business process whose purpose is to invite suppliers into a bidding process to bid on specific products or services. RFQs are used when the scope of work is fairly standard, i.e. a financial audit.
RFQs contain information about the length of the contract, the Not To Exceed (NTE) amount, and the full scope of work.
Public Records Request
The general public may review or obtain copies of Bay Area Air Quality Management District public documents by submitting a formal request to the District, pursuant to the California Public Records Request Act. Please see our website to request documents.
Score Sheet
Score Sheets are the evaluation sheets used by the scoring committee to evaluate each proposal. The matrix for evaluation is specified in the RFP.
Local Business
A local business is any business that is based in the nine county jurisdiction of the Bay Area Air Quality Management District.

Status

  • RFP Open: This RFP is open for submissions until the date and time specified in the RFP and on the website. “Click to Download” indicates where to click for the full Request for Proposals.
  • In Review: This RFP is being reviewed by a scoring committee. Depending on the amount of Proposals submitted, the size of the committee, and the urgency of the project, this could take several weeks.
  • In Panel: This RFP has gone to a panel of senior managers or subject matter experts for a decision.
  • Interview: Interviews by a panel are being scheduled and conducted with some or all of the candidates. Interviews may involve a presentation or a question-and-answer format or any combination of these.
  • EO/APCO Decision Pending: One of the selection committees or panels has made a recommendation for a contractor to the Executive Officer/APCO to be approved by the Board of Directors.
  • Board Approval Pending: A contractor has been recommended and approved by the Executive Officer/APCO and contract negotiation is pending the Board of Directors approval. Please see the Board of Directors agendas for more information as to when the item will be scheduled for approval.
  • Contract: The recommended contractor has been approved and is in contract negotiation with the District. At this point, a Public Records Request can be done in order to get the documents associated with this process.
