THIS MESSAGE PROVIDES GUIDANCE TO ASSIST UNITS AND SERVICING PERSONNEL OFFICES (SPOS) WITH THE MOST PREVALENT ISSUES SURROUNDING THE DEMOBILIZATION (DEMOB) PROCESS AS IT PERTAINS TO ADMINISTRATIVE ISSUES. GUIDANCE PERTAINING TO MEDICAL ISSUES WILL FOLLOW IN A SUBSEQUENT ALCOAST. 2. NOTIFICATION: THE RESERVE FORCE CONTINUES TO ANSWER THE CALL DURING THIS PERIOD OF NATIONAL EMERGENCY. EVERY EFFORT NEEDS TO BE MADE TO MEET THE PERSONAL NEEDS OF OUR RESERVISTS DURING THE DEMOB PROCESS. DEMOB POLICY DICTATES A MINIMUM 60-DAY NOTIFICATION PRIOR TO RELEASE FROM ACTIVE DUTY (RELAD) TO ENSURE THAT OUR RESERVE MEMBERS ARE NOT DISADVANTAGED AS THEY RETURN TO THEIR CIVILIAN JOBS AND FAMILIES. 3. FORCE GENERATION: THIS ALCOAST ESTABLISHES THE GUIDELINES FOR A FORCE GENERATION MODEL THAT WILL ENSURE COMMANDS HAVE SUFFICIENT CONTINUITY FOR OPERATIONS WHILE EXPANDING THE POOL OF MOBILIZED RESERVISTS. APPROXIMATELY 15-20 PER CENT OF THE RESERVISTS BEING DEMOBILIZED IN FY09 SHALL BE REPLACED BY RESERVISTS WHO HAVE NOT BEEN INVOLUNTARILY MOBILIZED IN AT LEAST 60 MONTHS. RESERVISTS IN THIS CATEGORY NEED TO ENSURE THEY ARE PREPARED TO BE RECALLED. FOR FY10, FORCECOM (FC-1) WILL TAKE THE LEAD IN DETERMINING THE MOST EFFECTIVE AND EFFICIENT FORCE GENERATION MODEL FOR COAST GUARD OPERATIONS IN COLLABORATION WITH OPCOM, DCMS, AND DCO STAKEHOLDERS. 4. CRITERIA FOR SELECTING MEMBERS FOR DEMOB OR CONTINUATION ON ACTIVE DUTY: THE PRIMARY FACTOR IN SELECTION SHOULD BE BASED UPON THOSE DRAWING NEAR THE END OF THEIR 12 MONTH INVOLUNTARY MOBILIZATION LIMIT IAW REF A. RESERVISTS MAY BE RECALLED FOR A PERIOD NOT TO EXCEED ONE YEAR/12 MOS ON 10 USC 12302 INVOLUNTARY (T-10) ORDERS. IF THE OPERATIONAL REQUIREMENT CONTINUES AND THE COMMAND DETERMINES IT IS IN THE BEST INTEREST OF THE OPERATION FOR THE MEMBER TO BE RETAINED, THE MEMBER SHALL BE DEMOBILIZED AND ISSUED 10 USC 12301(D) VOLUNTARY ACTIVE DUTY FOR OPERATIONAL SUPPORT (ADOS) ORDERS IN SUPPORT OF A CONTINGENCY. ORDERS SHALL NOT EXCEED THREE YEARS CONTINUOUS FOR A SINGLE NAMED CONTINGENCY, ONE YEAR 10 USC 12302 INVOLUNTARY ORDERS AND UP TO A MAXIMUM OF TWO YEARS 10 USC 12301(D) VOLUNTARY ORDERS. COMMANDS REQUESTING WAIVERS TO EXTEND A MEMBER BEYOND THE TWO YEAR VOLUNTARY CONTINGENCY ADOS POLICY MUST BE AUTHORIZED BY FC-1 VIA THE APPROPRIATE CHAIN OF COMMAND. THERE ARE NO WAIVERS TO THE ONE YEAR 10 USC 12302 INVOLUNTARY ORDERS LIMITATION. 5. POST DEPLOYMENT MOBILIZATION RESPITE ABSENCE (PDMRA): PDMRA, OR RESPITE ABSENCE, IS A PROGRAM TO COMPENSATE RESERVE MEMBERS WHO ARE INVOLUNTARILY MOBILIZED WITHIN THE 1 TO 5 DWELL TIME RATIO. CALCULATION OF QUALIFYING PERIOD WILL BE DONE BY THE SPO IAW REF C. PDMRA IS ONLY A BENEFIT FOR THOSE RESERVISTS THAT MEET THE CRITERIA IAW REF B. ADDITIONAL GUIDANCE WILL BE RELEASED IN AN UPCOMING ALCOAST. 6. LEAVE: PERSONNEL WITH ACCRUED LEAVE SHALL BE TREATED IAW SEC. 10-A OF REF D. THE 60-DAY CAREER LIMITATION FOR SELLING LEAVE DOES NOT APPLY WITH RESPECT TO LEAVE ACCRUED WHILE SERVING IN SUPPORT OF A CONTINGENCY OPERATION OR THOSE MEMBERS SERVING ON ACTIVE DUTY PERIODS FOR 31-365 DAYS. PERSONNEL WITH ACCRUED LEAVE HAVE, WITHIN STATUTORY LIMITATIONS, THE OPTION OF RECEIVING PAYMENT FOR SUCH LEAVE, TAKING PRE-SEPARATION LEAVE, OR A COMBINATION THEREOF, SO LONG AS ALL ACCRUED LEAVE ACCOUNTS ARE ZEROED OUT BY THE LAST DAY ON ACTIVE DUTY ORDERS. ACCRUED LEAVE MAY NOT BE CARRIED FORWARD INTO AN INACTIVE DUTY STATUS - LEAVE NOT USED OR SOLD BEFORE RELAD IS LOST. MEMBERS ARE RESPONSBILE TO ENSURE THAT THE CORRECT AMOUNT OF LEAVE IS SOLD AND/OR USED. COLLECTION OF OVERPAYMENTS FOR EXCESS LEAVE USED OR SOLD WILL NOT BE WAIVED. 7. CAREER INTENTIONS WORKSHEET: IAW REF D, MEMBERS WHO ARE SCHEDULED FOR DEMOB MUST SUBMIT A CAREER INTENTIONS WORKSHEET IMMEDIATELY UPON NOTIFICATION OF THEIR DEMOB. TIMELY SUBMISSION OF THIS WORKSHEET IS THE BEST WAY TO ENSURE NO DISRUPTION IN PAY. THE CAREER INTENTIONS WORKSHEET SHOULD BE ENTERED INTO DIRECT ACCESS BY THE APPROPRIATE SPO NLT 45 DAYS PRIOR TO THE DEMOB DATE. SPOS NEED TO NOTIFY PSC (SEPARATIONS ENTITLEMENTS SERVICE) BY EMAIL CORRESPONDENCE IF THE MEMBERS INTENTIONS CHANGE WITHIN 15 DAYS OF THE IMPENDING SEPARATION/DEMOB DATE. 8. SEPARATION COUNSELING: ALL PERSONNEL SHALL BE PROVIDED SEPARATION COUNSELING AT THE UNIT FOLLOWING THE GUIDELINES SET FORTH IN REF D PRIOR TO DEMOB CONCERNING: SERVICEMEMBERS GROUP LIFE INSURANCE (SGLI) COVERAGE AND CIVILIAN JOB REEMPLOYMENT RIGHTS PROVIDED BY THE UNIFORM SERVICES EMPLOYMENT AND REEMPLOYMENT RIGHTS ACT (USERRA). A. SERVICEMEMBERS GROUP LIFE INSURANCE (SGLI): (1) MEMBERS RETAIN THE SAME SGLI, FAMILY SGLI (FSGLI), AND TRAUMATIC SGLI (TSGLI) COVERAGE AS ON ACTIVE DUTY IF THEY REMAIN IN THE SELRES FOLLOWING RELAD UNLESS THE MEMBER REDUCES OR DECLINES COVERAGE. (2) MEMBERS WHO SEPARATE, RETIRE, OR TRANSITION TO THE IRR WILL MAINTAIN THEIR EXISTING SGLI AND FSGLI COVERAGE FOR 120 DAYS FOLLOWING THEIR SEPARATION DATE AT NO COST TO THEM. (3) MEMBERS WHO TRANSITION TO SELRES WILL CONTINUE TO PAY MONTHLY PREMIUMS (AND CONTINUE TO HAVE FULL-TIME COVERAGE) UNLESS THEY DECLINE COVERAGE BY USING FORM SGLV-8286 OR SGLV-8286A. MEMBERS ORDERED TO ACTIVE DUTY UNDER 10 USC 12302 WHOSE RECALL STATUS CHANGES FOR ADMINISTRATIVE REASONS SHALL HAVE THEIR ORDERS MODIFIED ON OR BEFORE COMPLETING 12 CONTINUOUS MONTHS UNDER 10 USC 12302, TO REFLECT THAT THEY NO LONGER SERVE UNDER THE PROVISIONS OF 10 USC 12302, INVOLUNTARY ORDERS. NOTIFICATION SHALL BE MADE TO COMMANDER PSC(RPM) AND FC-1. 10. EARLY RETIREMENT: NATIONAL DEFENSE AUTHORIZATION ACT FOR FY08 STATES A MEMBER OF THE READY RESERVE WHO PERFORMS ACTIVE DUTY ON OR AFTER 28JAN08, SHALL HAVE THE ELIGIBILITY AGE FOR RECEIPT OF RETIRED PAY REDUCED BELOW 60 YEARS OF AGE BY 3 MONTHS FOR EACH AGGREGATE OF 90 DAYS ON WHICH THE MEMBER PERFORMS ACTIVE DUTY IN ANY ONE FISCAL YEAR. A DAY OF DUTY SHALL BE INCLUDED IN ONLY ONE PERIOD OF 90 DAYS. THE ELIGIBILITY AGE MAY NOT BE REDUCED BELOW 50 YEARS OF AGE FOR ANY REASON. CHAPTER 1607 RESERVE EDUCATIONAL ASSISTANCE PROGRAM (REAP): REAP PROVIDES EDUCATIONAL ASSISTANCE TO MEMBERS OF THE RESERVE COMPONENTS CALLED OR ORDERED TO ACTIVE DUTY IN RESPONSE TO A WAR OR NATIONAL EMERGENCY (CONTINGENCY OPERATION) AS DECLARED BY THE PRESIDENT OR CONGRESS. IN ORDER TO QUALIFY, ACTIVATED RESERVISTS MUST BE MOBILIZED FOR AT LEAST 90 CONSECUTIVE DAYS IN SUPPORT OF A CONTINGENCY OPERATION AND MUST RETURN TO THE COMPONENT OF THE READY RESERVE FROM WHICH THEY WERE MOBILIZED. ELIGIBLE MEMBERS MUST BE MADE AWARE OF THIS PROGRAM PRIOR TO DEMOBILIZATION. DRILLING RESERVISTS ELIGIBLE FOR CH 1607 BENEFITS SHALL FULLY UTILIZE CH 1607 BENEFITS PRIOR TO RECEIVING TUITION ASSISTANCE.
