SUBJ: LOGISTICS TRANSFORMATION UPDATE 1. THIS ALCOAST PROVIDES AN UPDATE ON THE COAST GUARDS LOGISTICS TRANSFORMATION PROGRAM. LOGISTICS TRANSFORMATION IS FOCUSED ON THE IMPLEMENTATION OF NEW LIFE CYCLE SUPPORT BUSINESS PRACTICES AND INFORMATION MANAGEMENT TOOLS WHICH, WHEN COMBINED WITH OUR MODERNIZATION PROGRAM, WILL POSITION THE COAST GUARD TO MEET THE CHALLENGES OF THE 21ST CENTURY. 2. SINCE THE KICK OFF OF THE FIRST PILOT PROJECTS AT SECTORS BALTIMORE AND SAN FRANCISCO, ALL SECTORS IN DISTRICTS 11 AND 13 HAVE TRANSITIONED TO THE NEW COAST GUARD BI- LEVEL MODEL FOR BOAT SUPPORT. TRANSITION TRAINING IS CURRENTLY BEING CONDUCTED IN DISTRICT 5 WITH AN EXPECTED COMPLETION DATE OF MID JULY. THESE DISTRICT-WIDE TRANSFORMATIONS HAVE SERVED TO VALIDATE THE IMPLEMENTATION AND TRAINING METHODS USED TO DEPLOY OUR NEW SUPPORT BUSINESS PRACTICES. TODAY, FULLY ONE THIRD OF ALL SMALL BOATS ARE CURRENTLY BEING SUPPORTED BY THE BI-LEVEL BUSINESS MODEL PROVIDING REALTIME READINESS STATUS AND TOTAL ASSET VISIBILITY. OUR SMALL BOAT PRODUCT LINE (SBPL) IS FULLY ENGAGED AND DELIVERING REMARKABLE SUPPORT. IMPROVEMENT IN BOAT CONFIGURATION MANAGEMENT HAS BEEN ACHIEVED TO INCLUDE IMPLEMENTATION OF TIME COMPLIANCE TECHNICAL ORDERS TO ADDRESS SAFETY AND OPERATIONAL CAPABILITY DEFICIENCIES. DAILY IMPROVEMENTS ARE BEING REALIZED IN THE SUPPLY CHAIN MANAGEMENT OF BOAT SUPPORT. NAVAL ENGINEERING ADAPTATION OF THE BI-LEVEL MODEL AS DEMONSTRATED THROUGH THE SBPL IN LESS THAN ONE YEAR HAS BEEN EXCEPTIONAL. 4. THE COAST GUARD ASSET PROJECT OFFICE (APO) WAS COMMISSIONED IN BALTIMORE ON 26JAN09 TO ASSIST IN THE FORMATION OF NEW PRODUCT LINES FOR OUR LEGACY ASSETS AND TO GUIDE DELIVERY OF NEW CAPABILITY INTO COAST GUARD SERVICE. THE APO WILL FORMERLY RELEASE THE SMALL BOAT PRODUCT LINE (SBPL) TO THE SURFACE FORCES LOGISTICS CENTER (SFLC) BEFORE THE END OF FY2009. A PATROL BOAT PRODUCT LINE WILL SOON BE ESTABLISHED TO BRING PATROL BOATS INTO THE BI-LEVEL MODEL AS WELL. 5. SURFACE, FACILITIES, AVIATION, PERSONNEL, AND C4IT LOGISTICS/SERVICES CENTERS WERE ESTABLISHED IN 2Q 2009. EACH SERVICE/LOGISTIC CENTER WILL COMMENCE TRANSFORMATION TRAINING IN 2009. THE SURFACE FORCES LOGISTICS CENTER (SFLC) COMMENCED THEIR TRANFORMATION TRAINING IN MARCH 2009. ADDITIONAL PRODUCT LINE EFFORTS FOR C4I, FACILITIES AND PERSONNEL ASSETS ARE PRESENTLY IN THE EARLY PLANNING STAGES, AND REFLECT OUR COMMITMENT TO MANAGE ALL COAST GUARD ASSETS IN A COMMON BUSINESS MODEL PROVIDING THE SAME LEVEL OF SUPPORT TO OUR OPERATIONAL UNITS AS THAT WHICH IS BEING DEMONSTRATED FOR BOATS TODAY. 6.
