THE FEDERAL ASIAN PACIFIC AMERICAN COUNCIL (FAPAC) IS A NATIONALLY RECOGNIZED ORGANIZATION THAT PURSUES THE INTERESTS AND REPRESENTATION OF CIVILIAN AND MILITARY ASIAN PACIFIC AMERICANS (APA) IN THE FEDERAL GOVERNMENT. FAPAC PROVIDES A BRIDGE BETWEEN APAS AND FEDERAL LEADERSHIP AND PROMOTES EQUAL OPPORTUNITY AND CULTURAL DIVERSITY. EACH YEAR, THE COAST GUARD AND OTHER MILITARY SERVICES PARTICIPATE IN THE ANNUAL AWARDS CEREMONY HELD DURING THEIR ANNUAL CONFERENCE TO RECOGNIZE OUTSTANDING MILITARY MEMBERS OF THE ARMED SERVICES FOR THEIR ACHIEVEMENTS IN THE FIELD OF CIVIL RIGHTS AND ASIAN PACIFIC AMERICAN ISSUES. THIS YEAR, FAPAC WILL HOLD ITS 24TH NATIONAL LEADERSHIP TRAINING CONFERENCE MAY 11-15, 2009, IN HOUSTON, TEXAS. 2. THE PURPOSE OF THE FAPAC MILITARY MERITORIOUS SERVICE AWARD IS TO RECOGNIZE ONE ACTIVE DUTY AND ONE RESERVE MILITARY MEMBER WHO HAVE DISTINGUISHED THEMSELVES IN THE WAR ON TERRORISM OR WHO HAVE EXEMPLIFIED THE COAST GUARD CORE VALUES OF HONOR, RESPECT AND DEVOTION TO DUTY. ADDITIONALLY, CONSIDERATION WILL BE GIVEN TO OUTSTANDING MILITARY SERVICE MEMBERS WHO HAVE MADE SIGNIFICANT CONTRIBUTIONS TO THE ADVANCEMENT OF APAS AND THE PROMOTION OF DIVERSITY/EQUAL EMPLOYMENT OPPORTUNITY (EEO) IN THE FEDERAL WORKFORCE AND THE APA COMMUNITY. THE FOLLOWING SELECTION CRITERIA ARE LISTED AS GENERAL GUIDELINES (NOT ALL INCLUSIVE REQUIREMENTS) FOR NOMINATIONS FOR THE MERITORIOUS SERVICE FAPAC AWARD: A. FOSTERING AN INNOVATIVE AND HARMONIC ENVIRONMENT BETWEEN THE MILITARY AND ASIAN PACIFIC AMERICAN CIVILIAN COMMUNITY. B. ASSISTING THE WORKFORCE IN OVERCOMING DISCRIMINATION AND ELIMINATING BARRIERS THAT HINDER EQUAL OPPORTUNITY FOR WOMEN AND MINORITIES IN THE ARMED FORCES. C. PROMOTING THE TENETS OF CIVIL/HUMAN RIGHTS, RACE RELATIONS, EQUAL OPPORTUNITY, AFFIRMATIVE ACTION, HUMAN RELATIONS, AND PUBLIC SERVICE PROGRAMS WITHIN THE ARMED FORCES. D. ALLOWING MILITARY PERSONNEL TO PARTICIPATE IN PROGRAM ACTIVITIES THAT BENEFIT THE CAREER DEVELOPMENT OF WOMEN AND MINORITIES IN THE ARMED FORCES. E. CREATING JOB OR TRAINING OPPORTUNITIES THAT WILL SUPPORT AND CONTRIBUTE TO THE ADVANCEMENT OF WOMEN AND MINORITIES IN THE ARMED FORCES. F. MANAGING A DIVERSIFIED WORKFORCE WITHIN THE MILITARY SERVICES. G. SERVING AS A ROLE MODEL TO WOMEN AND MINORITIES IN THE COMMUNITY AND IN THE ARMED FORCES BY REACHING OUT THROUGH CONTINUING EDUCATION THAT SETS AN EXAMPLE FOR OTHERS TO FOLLOW. H. ENCOURAGING LEADERS TO PROMOTE DIVERSITY/EEO PROGRAM ACTIVITIES THAT ADVOCATE FAIR TREATMENT FOR WOMEN, MINORITIES AND ALL MEMBERS OF THE CIVILIAN AND MILITARY POPULATION. 3. NOMINATIONS. A. ALL NOMINATIONS MUST BE ENDORSED BY THE UNIT-LEVEL COMMANDING OFFICER OR OFFICER IN CHARGE. ALL NOMINATION AWARD PACKAGES MUST INCLUDE: (1) CG MEMO FORMAT, NO MORE THAN TWO PAGES, DESCRIBING THE MERITORIOUS ACCOMPLISHMENTS THAT SUPPORT THE AWARD CRITERIA. NOMINATIONS SHOULD ADDRESS EACH OF THE CRITERIA LISTED FOR THE AWARD.
