SUBJ: MANDATORY IMPLEMENTATION OF THE DINING FACILITY AUTOMATION MANAGEMENT (DFAM) SYSTEM A. COAST GUARD FOOD SERVICE MANUAL, COMDTINST M4061.5 (SERIES) B. DINING FACILITY AUTOMATION MANAGEMENT SYSTEM, COMDTINST 4061.6 (SERIES) C. DFAM USER GUIDE 1. THE FOOD SERVICE PROGRAM HISTORICALLY HAS HAD NO UNIFIED METHOD OF FINANCIAL RECORD KEEPING. THIS HAS RESULTED IN RECORD KEEPING ERRORS, FISCAL DEFICIENCIES AND WASTED MAN HOURS. PER THE FEDERAL FINANCIAL MANAGEMENT IMPROVEMENT ACT OF 1996 (FFMIA), ALL GOVERNMENT FINANCIAL SYSTEMS ARE MANDATED TO PROVIDE TRANSPARENCY, REAL TIME VIEWING AND INDIVIDUAL LINE ITEM ACCOUNTABILITY. THE NEWLY DEVELOPED DFAM SYSTEM PROVIDES THE COAST GUARD WITH A STANDARDIZED AND AUTOMATED MANAGEMENT SYSTEM TO EFFICIENTLY AND ACCURATELY MANAGE DINING FACILITY ADMINISTRATION IAW FFMIA. THIS SYSTEM STREAMLINES THE FOOD STORES ORDERING PROCESS WITH ELECTRONIC ORDERING AND INVENTORY CONTROL AND ALSO ALLOWS NUTRITIONAL ANALYSIS OF MEALS AND OTHER TOOLS THAT SUPPORT THE HEALTH AND WELL BEING OF COAST GUARD PERSONNEL. 2. BEGINNING IN APRIL 2009, THE DFAM SYSTEM WILL BEGIN A STAGED IMPLEMENTATION IN DINING FACILITIES COAST GUARD WIDE. UPON IMPLEMENTATION OF THE DFAM SYSTEM AT A UNIT, NO OTHER METHOD OF DINING FACILITY RECORD KEEPING IS AUTHORIZED. SHORE UNITS WILL BE THE INITIAL SITES FOR IMPLEMENTATION. AFLOAT UNITS WILL BE IMPLEMENTED AFTER DEVELOPMENT AND TESTING IS COMPLETED. FULL SYSTEM IMPLEMENTATION IS SCHEDULED FOR 2011. IMPLEMENTATION INCLUDES TRAINING AND UNIT SYSTEM SETUP IN A ROAD SHOW FORMAT FOR ALL TRANSITIONING UNITS AS THE IMPLEMENTATION PROGRESSES. FUNDING FOR TRAVEL AND TRAINING WILL BE PROVIDED BY COMDT (CG-1111). 3. UNITS AND THEIR RESPECTIVE CHAIN OF COMMAND WILL BE NOTIFIED BY COMDT (CG-1111), VIA THE COAST GUARD MESSAGE SYSTEM, WHEN THE DFAM SYSTEM IS TO BE IMPLEMENTED AT THAT UNIT. THE UNIT SHALL BE NOTIFIED IN THE SAME MESSAGE OF THE DATES,LOCATIONS, AND AVAILABILITY OF TRAINING QUOTAS FOR THAT UNIT. IN ALL BUT EXTREME CIRCUMSTANCES, THESE DATES ARE THE ONLY ONES AVAILABLE TO THE UNIT. PLEASE ADDRESS CONCERNS AND OR SCHEDULE CONFLICTS WITH COMDT (CG-1111) POCS INDICATED IN PARAGRAPH 7 BELOW. 4. THE ALLOTTED NUMBER OF QUOTAS FOR TRAINING ARE EQUAL TO THE ALLOTTED NUMBER OF AUTHORIZED USERS OF THE DFAM SYSTEM AT THE UNIT. THE UNIT FOOD SERVICE OFFICER (FSO) SHALL BE ONE OF THE ALLOTTED SEATS, AND IS REQUIRED TO ATTEND TRAINING. ALL OTHER SEATS MAY BE FILLED BY ANY FOOD SERVICE PERSONNEL THE UNIT FEELS WILL BE A USER WITHIN THE SYSTEM (E.G., JACK OF THE DUST, SENIOR SUBSISTENCE SPECIALIST, ETC). 5. THE PORTIONS OF CHAPTER 8, REF A, ADDRESSING MANUAL RECORD KEEPING ARE SUPERSEDED BY REF B UPON DFAM IMPLEMENTATION AT A DINING FACILITY. UPON FULL FLEET DEPLOYMENT OF THE DFAM SYSTEM, REF A WILL BE CHANGED TO REFLECT THE PROVISIONS OF REF B. REF C CONTAINS THE FULL INSTRUCTIONS ON THE USE OF THE SYSTEM. IT IS HIGHLY ENCOURAGED THAT ALL FOOD SERVICE PERSONNEL REVIEW REF C PRIOR TO DFAM SYSTEM IMPLEMENTATION. REF C CAN BE FOUND ON CG CENTRAL, UNDER "RESOURCES", SUB TAB "APPLICATIONS". 6.
