COAST GUARD UNITS EMPLOYING AT LEAST 16 PERSONNEL ARE REQUIRED TO ADMINISTER THE DEOCS ANNUALLY. AS SPECIFIED IN REF A, THE DEOCS IS A UNIT COMMANDERS MANAGEMENT TOOL THAT ALLOWS FOR PROACTIVE ASSESSMENT OF IMPORTANT ORGANIZATIONAL CLIMATE DIMENSIONS THAT CAN HAVE AN IMPACT ON UNIT LEVEL MISSION EFFECTIVENESS. 2. THE DEOCS TAKES APPROXIMATELY 30 MINUTES TO COMPLETE AND MAY BE ADMINISTERED USING PAPER QUESTIONNAIRES, COMPLETED ONLINE, OR A COMBINATION OF BOTH. THE SURVEY MEASURES EMPLOYEE PERCEPTIONS OF SEVEN MILITARY EQUAL OPPORTUNITY AND CIVILIAN EQUAL EMPLOYMENT OPPORTUNITY ISSUES AS WELL AS SIX ORGANIZATIONAL EFFECTIVENESS FACTORS. DEOCS ASSESSMENT AREAS INCLUDE SEXUAL HARASSMENT AND DISCRIMINATION, DIFFERENTIAL COMMAND BEHAVIOR TOWARD MINORITIES, POSITIVE EQUAL OPPORTUNITY BEHAVIORS, RACIST BEHAVIORS, RELIGIOUS DISCRIMINATION, AGE DISCRIMINATION, DISABILITY DISCRIMINATION, ORGANIZATIONAL COMMITMENT, TRUST IN THE ORGANIZATION, WORK GROUP EFFECTIVENESS, WORK GROUP COHESION, LEADERSHIP COHESION, AND JOB SATISFACTION. THE DEOCS ALSO PROVIDES UNIT COMMANDERS AN ASSESSMENT OF EMPLOYEE PERCEPTIONS BY COMPLEMENTARY GROUPS SUCH AS MINORITY VERSUS MAJORITY, WOMEN VERSUS MEN, OFFICER VERSUS ENLISTED, JUNIOR ENLISTED VERSUS SENIOR ENLISTED, JUNIOR OFFICER VERSUS SENIOR OFFICER, MILITARY VERSUS CIVILIAN, U.S. MILITARY VERSUS OTHER MILITARY, JUNIOR CIVILIAN VERSUS SENIOR CIVILIAN AND GOVERNMENT CIVILIAN VERSUS NON-GOVERNMENT CIVILIAN. 3. TO FURTHER ASSIST UNIT COMMANDERS IN ASSESSING THEIR UNIT CLIMATE, COMMANDS MAY ADD UP TO 15 LOCALLY DEVELOPED QUESTIONS TO THEIR DEOCS. SURVEY RESULTS WILL BE AVAILABLE WITHIN 72 HOURS FOR THOSE UNITS CHOOSING TO TAKE THE DEOCS ONLINE. DEOCS RESULTS ARE DISCLOSED IN A MANNER THAT PROTECTS THE CONFIDENTIALITY OF EACH PARTICIPATING EMPLOYEE.
