ALCOAST 094/09 COMDTNOTE 12900 SUBJ: COAST GUARD 2008 FEDERAL HUMAN CAPITAL SURVEY RESULTS 1. IN 2008, A RANDOM SAMPLE OF COAST GUARD EMPLOYEES PARTICIPATED IN THE GOVERNMENT-WIDE FEDERAL HUMAN CAPITAL SURVEY. THIS SURVEY, CONDUCTED BY THE OFFICE OF PERSONNEL MANAGEMENT (OPM), PROVIDES DHS WITH VALUABLE INFORMATION ON EMPLOYEE EXPERIENCES AND HELPS IDENTIFY WHAT DHS IS DOING WELL AND WHERE IMPROVEMENTS ARE NEEDED AT BOTH THE DEPARTMENT-LEVEL AND DHS DIRECTORATE OR COMPONENT-LEVEL. 2. THE SURVEY FINDINGS ARE USED TO GAUGE EMPLOYEE ATTITUDES, GUIDE HUMAN CAPITAL MANAGEMENT STRATEGIES AND PRACTICES, AND PROVIDE HUMAN CAPITAL METRICS WITHIN THE HUMAN CAPITAL ASSESSMENT AND ACCOUNTABILITY FRAMEWORK (HCAAF) IN FOUR INDICES-LEADERSHIP AND KNOWLEDGE MANAGEMENT, RESULTS- ORIENTED PERFORMANCE CULTURE, TALENT MANAGEMENT, AND JOB SATISFACTION. 3. THE COAST GUARD SURVEY RESULTS WILL BE RELEASED IN THE NEAR FUTURE AND COMMUNICATED TO THE WORKFORCE. 4.
