Purpose: The Center developed The Adult Literacy and Life Skills program to give its residents the life, workforce, and educational skills they need to become self-sufficient and provide for their families.  It provides an array of educational opportunities, including on-site computer literacy training, workforce classes, life skills classes, parenting classes, and children's education classes children.

Project Name: Advanced Arresting Gear Air Bearing Energy Storgage

Amount Requested: $1,500,000
Purpose: The funding would be used for developing a prototype arresting gear and energy storage system that can be beneficial to current and future launch and landing arresting technologies.   

Project Name: Albert Einstein Healthcare Network Maternity Services Center Expansion

Purpose: Funding would be used for construction and equipment to expand the maternity services center.  The AEHN maternity services center expansion will include more beds for mothers and babies who have delivered; an expanded triage unit to care for the over 8,000 patients who come to Einstein for evaluation of problems experienced during their pregnancies; and a new Ante-natal testing unit that performs all necessary ultrasounds and testing of fetuses needed to provide the most up-to-date quality care. 

Project Name: Alternative and Clean Energy Technology Commercialization Initiative

Amount Requested: $2,000,000
Purpose: The BFTP was crated by the Comonwealth of Pennsyvania to help small businesses and startups develop and commercialize alternative energy technologies.  This initiative would capitalize on Pennsylvania's indigenous energy-related resources and expertise in high technology research, development, and commercialization.  It will accelerate domestic research, development, and commercialization activities in order to increase energy efficiency, cost savings, and security. 

Project Name: Aquaculture Research and Education Center

Amount Requested: $300,000
Purpose: Funds are requested to continue support of the Aquaculture Research and Education Center at Cheyney University (AREC) which supports the growth of commercial aquaculture in Pennsylvania and the Mid-Atlantic Region through its research, education, and extension projects.  The goal of the new program will be to provide opportunities for the University to become a leader in aquaculture and reduce the dependency on imported aquatic products for this area of the commonwealth.

Project Name: ASC-1187 36mm ADVANCED INFRARED COUNTERMEASURE
Recipient: Alloy Surfaces, Inc,121 North Commerce Drive, Chester Township, PA 19014

Amount Requested: $2,000,000
Purpose: Increasing proliferation of advanced MANPADs to enemy combatants has created the need for a more advanced decoy.  A spectrally tailored infrared decoy is required to defeat the discrimination logic of such advanced missile threats.  The funding would be used for high volume production readiness for the payload material and for Initial Operational Test & Evaluation (IOT&E).  Successful completion of the IOT&E would lead to the ASC-1187 36mm decoy being ready for operational use decision by the Navy. 

 

Project Name: Bridges Community Development Corporation Transitional Health Care Facility
Recipient: Bridges Community Development Corporation, 6709 Ogontz Avenue, Philadelphia, PA 19126-2639

Amount Requested: $250,000
Purpose: The organization is seeking to provide transitional housing for hospital patients released from hospital care but are unable to care for themselves at their home because of living alone or other factors.  Bridges is a non-profit entity and has purchased the site beside their existing facility and are in need of funding to renovate the site in order to assist these families with transitional housing where they would receive health care.

 

Project Name: Center City Collaborative
Recipient: Kimmel Center, Center City District, and PA Academy for the Fine Arts

Amount Requested: $115,000,000
Purpose: The collaborative will develop streetscape enhancements along Broad Street in the Center City District.  The goal of the project is to create a walking link from the Kimmel Center and the Pennsylvania Academy for the Fine Arts and Center City.  Akey success will be easing traffic congestion, promoting green transportation, and enhancing business opportunities within the area.

 

Project Name: City Avenue Revitalization Project
Recipient: City Avenue Special Services District of Philadelphia & Lower Merion, One Belmont Avenue, Suite 304, Bala Cynwyd, PA 19004
Amount Requested: $4,000,000
Purpose: This project includes the creation of a Zoning Overlay and Streetscape and Safety Capital Improvements. Streetscapes and Safety improvements included in this project are: new pedestrian scale lighting; pedestrian safety improvements such as coordinated signalization and refuges in street medians; traffic calming devices; and the “greening” of streets, medians and sidewalks.


Project Name: Climate Change and Water Security Preparedness
Recipient: Delaware River Basin Commission (DRBC), 25 State Police Drive, P.O. Box 7360, West Trenton, N J 08628

Purpose: DRBC proposes to work with regional universities and non-profit organizations to leverage ongoing activity related to development of a hydro-climate forecasting and assessment capability.  These efforts would be coordinated and integrated to create a decision support tool to engage stakeholders on alternative climate change adaptive management solutions. 

 

Project Name: CLUSTER BOMB UNIT/COMBINED EFFECTS MUNITIONS(CBU/CEM) DEMIL

Purpose: The funding would be used for establishing a safe system for demilitarization of obsolete munitions.

 

Project Name: COMBATING TERRORISM TECHNOLOGY SUPPORT

Purpose: The funding would be used for providing DoD with comprehensive, integrated procedures for risk assessment and resource allocation at all levels of government, as well as with respect to the private sector; ensuring that DoD standards and procedures are capable of being implemented throughout the public and private sectors.

 

Project Name: Community Job Training and Placement Project (CJTPP)
Recipient: Impact Services Corporation, 1952 East Allegheny Avenue, Philadelphia, PA 19134

Amount Requested: $500,000
Purpose: Funding will be used to provide job readiness training, job placement, and job retention services to unemployed residents of the community, including honorably discharged veterans of the Armed Forces.  Many unemployed individuals do not access employment and training resources because they do not meet eligibility requirements, have language or cultural barriers, or are averse to participating in government funded activities.

 

Project Name: Darby Borough Municipal Complex
Recipient: Borough of Darby

Amount Requested: $3,800,000
Purpose: Darby is constructing a community center that will be available for use by the Borough's residents to provide recreation alternatives for the Borough community, including community rooms and a gymnasium.  Darby will also be relocating Borough Hall and administrative offices, police department, and the Darby District Court into desparatedly needed larger, more modern and efficient space. 

 

Project Name: DELAWARE RIVER INTELLIGENCE-LED POLICING PORTAL for WATERFRONT DOMAIN AWARENESS PROJECT (DRIPPWDA)

Amount Requested: $3,000,000
Purpose: The funding would be used to create a Delaware River waterfront-focused region-wide intelligence-led policing portal utilizing dual-use military technologies combining crime analysis, situational awareness and virtual communications/collaboration capabilities that will analyze crime and intelligence data being generated along the waterfront throughout the day with resulting insights, and actionable information immediately disseminated to law enforcement command and field personnel such that small  unit operations and tactical enforcement plans of the day can be adapted in real-time to optimize operations and better shape daily outcomes.

 

Project Name: Delaware River Main Channel Deepening Project
Recipient: Philadelphia Regional Port Authority

Amount Requested: $50,000,000
Purpose: Project consists of deepening the existing Delaware River Federal Navigation Channel from 40 to 45 feet from Philadelphia (PA) and Beckett Street Terminal (NJ) to the mouth of the Delaware Bay, with appropriate bend widening.  Project also includes partial deepening of the Marcus Hook anchorage and relocation of and addition of aids to navigation.

 

Project Name: Delaware River Port Authority

Purpose: Centralized Traffic Management Center providing incident management, camera security, and evacuation implementation.  Vital functions will be integrated in order to efficiently control the monitoring functions under DRPA's jurisdiction

Project Name: Delaware Valley High Growth Job Training Initiative
Recipient: Collegiate Consortium for Workforce and Economic Development The Navy Yard, Quarters M-7 Suite 100, 1321 Intrepid Avenue, Philadelphia, PA 19112

Purpose: The Collegiate Consortium is comprosed of 5 community colleges and Drexel University.  It was formed as a response to the colsure of the Navy Yard to help displaced workers gain new skills.  The initiative will apply the Consortium’s model program to train displaced workers for careers in the following emerging, high-growth industries:  energy, health care, technology and advanced manufacturing. 

 

Project Name: Demonstration Project for Applied Engineering Technology (AET)

Purpose: The project will target unemployed or under-employed young adults who have not completed high school or have completed high school but not pursued secondary education opportunities, and use Fast Track as a bridge to get them back into education and on a career path.  Funding will be used to expand upon existing workforce development efforts of the DVIRC and to identify students in the five County region of Southeast Pennsylvania to participate in the program.

 

Project Name: DRIVE SYSTEM COMPOSITE STRUCTURAL COMPONENT RISK REDUCTION
Recipient: V System Composites, Inc.,1350 Edgmont Avenue, Suite 2520, Chester, Pennsylvania, 19013

Amount Requested: $5,000,000
Purpose: The funding would be used for engineering development of lightweight composite rotorcraft drive system components through design, analysis and testing in Chester, Pennsylvania.  The benefits of composite drive system components include elimination of corrosion, less fatigue, significant reductions in weight, and lower acquisition, operation and support (O&S), and lifecycle costs.  

 

Project Name: EARLY RESPONDERS DISTANCE LEARNING CENTER  
Recipient: Saint Joseph’s University, 5600 City Avenue, Philadelphia, PA 19131

Amount Requested: $1,300,000
Purpose: The funding would be used for research at the Early Responders Distance Learning Center (ERDLC) at Saint Joseph’s University. The system and capabilities developed under this project will provide the emergency response and combating terrorism (CbT) community with the ability to meet future force requirements, improve the capability to provide support to military and civilian authorities, and provide an enhanced capability to distribute military and civilian response information and training across the active and reserve component armed services, the civilian response community, and the greater CbT community.

Purpose: The Education to Work Program is a vehicle to empower young people (ages 6-18) and create an educational environment that will afford a select number of students with the opportunity to expand their knowledge of a myriad of industries by offering them a variety of learning experiences. The immediate goal of the program will be to have 75% of participants placed in full entry level employment, and that some students will also pursue college. 

 

Project Name: ELECTRICAL/ROAD/STEAM GENERATING UPGRADE NAVY
Recipient: Philadelphia Industrial Development Corporation, 1500 Market Street, Philadelphia, PA

Amount Requested: $4,000,000
Purpose: The funding would be used for infrastructure improvements to a former Navy base that still maintains significant Navy facilities. The Navy Yard currently supports more than 8,000 employees in over 4 million square feet of office and industrial facilities.   The Navy’s mission critical activities include the military’s only government-owned Foundry and Propeller Center and the Naval Surface Warfare Center’s (NSWC) highly specialized RDT&E facilities for ship-based systems, focusing specifically on advanced propulsion and power and energy research.

Purpose: Preferred Health Care/VIIAD is very well positioned to provide cost-effective technology solutions which will significantly contribute to reducing un-needed paperwork and promote substantial efficiencies in the healthcare cycle, both on the front end and ultimately in the claims processing segments as well. This will allow clear concise communication to Pennsylvanians and their families of the benefits available to them and assures that they will get access to the care they need and deserve. 

 

Project Name: Emerging Manufacturers Initiative
Recipient: Delaware Valley Industrial Resource Center 2905 Southampton Road hiladelphia, PA  19154

Amount Requested: $500,000
Purpose: The DVIRC’s Emerging Manufacturing Initiative would identify 20 small manufacturing companies in the Delaware Valley Region consisting of Delaware, Chester, Montgomery, Bucks and Philadelphia counties to participate in the program.   The DVIRC will develop and implement a manufacturing education and training curriculum that will assist participating companies to develop winning expansion strategies for their businesses. 

 

Project Name: Engineering Technology, Process Control, and Biotechnology Laboratories

Purpose: Funding the construction and outfitting of College laboratories to train in new programs to educate students in Engineering Technology, Process Control and Biotechnology.  Creates state-of-the-art spaces to educate students and workers in high demand areas of scientific knowledge.

 

Project Name: ENHANCING MILITARY OPHTHALMIC EDUCATION  and OVERCOMING URBAN HEALTHCARE DISPARITIES WITH TELEMEDICINE

Purpose: Continues military education through webportal and hands-on education center and continue tele-ophthalmology program to examine cost effectiveness of this technology.Increased access to education for military personnel and development of innovative ways to overcome healthcare disparities to improve access to care for active military returning veterans and dependents.

 

Project Name: Equipment Upgrades for the Center of Excellence in Media and Fine Arts

Purpose: Will pay for the equipment/technology upgrades, relocating the equipment to a new facility and making equipment improvements to the new facility. Much of the existing media technology equipment that Cheyney University students use is outdated and the facilities currently housing the media technology equipment are antiquated.  Relocating the media technology equipment from old, antiquated facilities (Vaux Hall) to existing buildings (DSS/World Cultures Center, Duckery Building) that are better suited to provide students with the necessary space and conditions for training in multimedia operations are necessary.

 

Project Name: Fairmount Primary Care Center expanded Laboratory and new on site 340B Dispensary services

Purpose: The Center serves as a bi-lingual and bi-cultural medical “home” for the underserved and uninsured, helping to reduce the inappropriate use of the local hospital emergency room as a primary care provider in a HRSA designated medically underserved area. It provides a full array of services including adult, family and pediatric medical care; prenatal care and gynecology; dentistry; behavioral health services; and health education programs.  The funding will be used to own and operate its own site dispensary for commonly used medications, through a site within the current center. 

 

Project Name: First Genesis Community Development Corporation
Recipient: First Genesis Community Development Corporation, 6001 Kingsessing Avenue, Philadelphia, PA 19142

Amount Requested: $250,000
Purpose: The Association was formed as a nonprofit organization with the goal of rebuilding the Southwest Philadelphia community and has implemented programs such as food drives and skilled computer classes for instance.  There is a high level of crime and violence in the community so a variety of needs has been identified such as: a community center, after school care, senior housing and tranportation to medical appointments.  Funding will be used to purchase a handicap van and demolish the existing structures and prepare the site for the newly constructed community center, which will implement these programs. 

 

Project Name: Frankford Special Services District (FSSD)

Purpose: The FSSD Safety Ambassador Program is a community policing unit for the Frankford Avenue Business Corridor. They are the eyes and ears of the business community and work in conjunction with the Philadelphia Police Department to ensure a safe environment for residents, business owners, and workers.  To achieve this goal, a privately directed municipal authority has been established to provide security to supplement the services already provided by the City of Philadelphia.  With adequate funding, the program can bring back the security presence that made shoppers feel much more secure on the Avenue and stimulate commercial, retail, and cultural activities.

 

Project Name: "Get Your Head In The Game" Mid-Atlantic Brain Tumor Medical Education Program
Recipient: The Kelly Heinz-Grundner Brain Tumor Foundation, 300 Water Street, Suite 103, Wilmington, DC 19801

Purpose: The Kelly Heinz-Grundner Brain Tumor Foundation (KHG) seeks to decrease brain tumor mortality rates by increasing the public's awareness of brain tumors and educating the public and medical professionals on the facts, symptoms and proper diagnosis techninques.  KHG will design, develop and utilize a web-based training program to educate medical professionals (primary care physicians, nurses and pediatricians).  KHG is working with the Accreditation Council for Continuing Medical Education to ensure that medical professionals will receive continuing medical education (CME) credits for participating in the program. 

 

 

Project Name: Gunshot Location System

Amount Requested: $1,500,000
Purpose: Gunfire continues to be the single leading cause of crime-related death in the United States and each day in our country more than 80 people die from guns and another 200 are wounded but survive with injuries. The Department believes that a gunshot location system is an essential tool in our war on crime and is already using one of these systems that was placed in the City and paid for by the Federal Bureau of Investigation, but will not remain indefinitely.  Networked sensors will be placed at specific coordinates on buildings and telephone poles to accurately detect and locate the origin of gunshots.

 

Project Name: HIGH SPEED NODE SWITCHING AND CONTROL CENTER

Purpose: The funding would be used to complete development of the Power Node Switching and Control Centers for use onboard Navy ships to meet emerging power requirements.

Project Name: I-Connect Youth Science Education Partnership

Purpose: The Information Technology and Society Research Group of Temple University proposes to implement the I-Connect Program as an extension of its five-year long effort to improve readiness of Philadelphia high school students to enter STEM (science, technology, engineering and math) fields of study through building their information technology skills. The I-Connect Program will provide intensive science and technology experiential learning experiences from 100 to 1,000 low-income high school students each year.

Project Name: Illuminating Pathways into the Green Economy

Purpose: Through this project, GPUAC will assist youth and young adults who are identified as having an aptitude for green jobs, but who also live in neighborhoods with high unemployment rates (between 10 and 20 percent) obtain the skills necessary.

Project Name: Improving Healthcare for Underserved Patient Populations Through Diagnostic Ultrasound Training

Purpose: This proposed program seeks to improve healthcare for underserved populations around the world with initial emphasis placed on centers in Africa and underserved populations here in this region.  Disease processes in these populations often go untreated or treatment is begun in more advanced stages of the disease due to lack of facilities for early diagnosis.  This project will develop e-learning modules to provide the training required to support wide deployment of ultrasound diagnostic capability in  underserved populations as well as expand an existing network of training centers that will serve as reference and support sites during implementation of the program. 

Project Name: IN TRANSIT VISIBILITY SYSTEM

Purpose: The funding would be used for Total Asset Visibility tracking (TAV) in transit from origination to destination and return of all DoD and commercial assets proving tracking, accountability, total control of all government assets. Efficiency and money saved is estimated to represent potentially $50 million.

Purpose: This project will seek to aid first generation college students and students that require remediation when they arrive as first year students.  In addition, there are a number of students that are not well prepared with information technology and need additional support to in order to be successful.  It will include etsting, mentoring programs, retention initiatives, and other efforts to keep first year students at the University.
