Lehigh Southwest Cement Company

The Bay Area Air Quality Management District is proposing to issue a renewal Title V Permit for Lehigh Southwest Cement Company (formerly Hanson Permanente Cement), located at 24001 Steven Creek Blvd., Cupertino, CA 95014.  The District will be holding a Public Hearing on the proposed Title V Permit Renewal on Thursday, September 17, 2009, at the Quinlan Community Center, Cupertino Room, 10185 N. Stelling Road, Cupertino, CA  95014, from 6:30 pm to 9:00 pm.  The District is also seeking written public comment on the proposed permit.  Written comments should be directed to Thu Bui, Bay Area Air Quality Management District, 939 Ellis Street, San Francisco, CA, 94109, and may be submitted by email to Ms. Bui at tbui@baaqmd.gov or Fax: (415) 749-5030.  Written comments must be received by October 1, 2009.

The Title V Permit is a compilation of all existing applicable air quality requirements including emissions limits and standards, monitoring, record keeping, and reporting requirements.  The Title V permit renewal is required every five years subject to public notice and the EPA review process.  The initial Title V permit for this facility was issued on November 5, 2003.  Lehigh submitted an application to the District for its renewal Title V Permit on April 28, 2008.  Since the initial issuance of the Title V Permit, the District has changed the equipment list to include source additions, modifications and exemptions.  Also, the District reviewed and updated all Federal, State and Local requirements, standards, testing, monitoring, record keeping and reporting requirements.  In addition, the District reviewed the compliance status of all sources.  All revisions are noted and explained in detail in the Statement of Basis for the proposed renewal Title V Permit.  Details of the previous revisions can be found in Section X of the permit “Revision History”.  All proposed changes to the current permit are clearly shown in strikeout/underline format.
