Washington, DC (March 6, 2007) – A Memorandum of Agreement (MOA) between the Department of Defense (DoD) and the Department of the Interior (DoI) was signed on February 28, 2007 by Shay D. Assad, the Director of Defense Procurement & Acquisition Policy and Nina Rose Hatfield, the Deputy Assistant Secretary, Business Management and Wildland Fire. The Interior Department is authorized by statute to provide acquisition services to DoD. GovWorks (Herndon, VA) and the National Business Center’s Southwest Branch (Ft. Huachuca) are designated as primary acquisition support providers. The MOA formalizes a commitment from DoD and DoI to share the single objective of providing best value goods and services in a timely manner in support of the armed services.

The MOA outlines the commitment of both DoD and DoI to strengthen their partnership in acquisition excellence and contains an Action Plan which specifically defines each agency’s role and responsibilities. "We are taking a proactive approach to keeping the plan current with new and evolving actions by having senior leadership from both DoD and DoI meet quarterly to evaluate and address the effectiveness of the Action Plan, and to identify emerging interagency contracting issues," says David Sutfin, Assistant Director, Acquisition Services Directorate (GovWorks).

Highlights of the MOA include ongoing collaborative Procurement Management Reviews (PMRs), increased usage of performance based requirements, and expanded relationships with the Defense Acquisition University (DAU) for training opportunities. DoD values greatly the support DoI provides and the acquisition service providers are committed to ensuring that contracting actions, done on behalf of DoD, are of the highest quality and best value while complying with statute, regulation, and policy.
