Overview
Through the Alliance, OSHA and NSC are working together to improve health and safety in the general
and construction industries and provide the nation's employers and employees, including small
businesses and Hispanic and youth employees, with information, guidance, and access to training
resources. In particular, the Alliance focuses on helping to reduce traffic collisions and related
worker deaths and injuries and provide first aid, cardiopulmonary resuscitation (CPR) and automated
external defibrillator (AED) training in the workplace.

Outreach and Communication
- Work with OSHA to provide expertise in developing information on the recognition and prevention of
workplace hazards, and to provide expertise in developing ways of communicating such information
(e.g. print and electronic media, electronic assistance tools and OSHA's and NSC's Web sites) to
employers and employees in the general and construction industries.

OSHA and NSC Alliance Web Page
OSHA is continuing to update the OSHA and NSC Alliance Web page that is posted on the Agency's Web
site. It includes the OSHA and NSC agreement, renewal agreement, news releases, events and
milestones and successes.
OSHA Editorial Boards
NSC members are continuing to participate, review and provide comments on a number of OSHA's Safety
and Health Topics pages' Editorial Boards, including:

2005 National Safety Congress and Expo, September 17- 23, 2005, Orlando, Florida.
During NSC's 2005 National Safety Congress and Expo in Orlando, Florida, a number of OSHA staff
members spoke to the attendees during the following plenary and workshop sessions:
- Jonathan L. Snare, then Acting Deputy Assistant Secretary, presented during the Occupation Keynote
Plenary Session.

In addition, OSHA maintained an exhibit booth during the conference and distributed the Agency's
compliance assistance and cooperative program information, such as the OSHA and NSC Alliance
Activities Summary, and answered the attendees' questions.
National Safety Council's "June 2006 as National Safety Month"
OSHA's Assistant Secretary, Edwin G. Foulke, Jr. delivered a presentation promoting NSC's June 2006
as National Safety Month at the Department of Labor's (DOL) Safety Day June 6, 2006. Mr. Foulke also
sent a "June 2006 as National Safety Month Message" to OSHA employees and the public emphasizing the
importance of safe and healthy behaviors in day-to-day American life.
- Share information among OSHA personnel and industry safety and health professionals regarding
NSC's best practices or effective approaches and publicize results through outreach by NSC and
through OSHA's- or NSC's developed materials, training programs, workshops, seminars, lectures (or
any other applicable forum).
Best Practices Guide: Hispanic Employees in the Construction Industry
NSC's Workplace Venue and Construction Divisions is developing a best practices guide focusing on
safety and health issues related to Hispanic employees in the construction industry. Through the
Alliance Program, NSC will share the draft guide with OSHA for review and comment.
- Promote and encourage NSC member participation in OSHA's cooperative programs such as compliance
assistance, the Voluntary Protection Programs, Consultation, and the Safety and Health Achievement
Recognition Program.
During this evaluation period, representatives from OSHA's Office of Small Business Assistance have
been added to the OSHA and NSC Alliance implementation team to promote the Agency's Consultation
Program.
- Encourage NSC chapters to build relationships with OSHA's Regional and Area Offices to address
general and construction industry health and safety issues, including motor vehicle safety and first
aid, CPR and AED training.
During the evaluation period, no products or resources have been developed to meet this Alliance
goal.
- Convene or participate in forums, round table discussions, volunteer relationships, or stakeholder
meetings related to general and construction industry health and safety issues, including motor
vehicle safety and first aid, CPR and AED training, to help forge innovative solutions in the
workplace.
North American Occupational Safety and Health Week, April 30- May 6, 2006, Washington, DC
The National Safety Council was a sponsor of North American Occupational Safety and Health (NAOSH)
Week and representative Bobby Jackson attended the NAOSH Week Kick-off May 2 at the Department of
Labor in Washington, DC. NAOSH Week focused on increasing the understanding of the positive benefits
of investing in occupational safety, health and environmental programs among employers, employees
and the public; raising awareness of the role and contribution of safety, health and environmental
professionals; and reducing workplace injuries and illness by encouraging new safety and health
activities at all companies and organizations.
- Executive Summary
During the OSHA and NSC Alliance's third year the organizations continued to work together to
improve health and safety in the workplace for employers and employees. As a result of this positive
relationship, OSHA and NSC are sharing their expertise through providing information for OSHA's
training programs, participating on electronic assistance tools' editorial boards and speaking and
exhibiting opportunities. For example:
- On September 21, 2005, Jonathan L. Snare, OSHA's then Acting Assistant Secretary, delivered an
occupational keynote address at NSC's Congress and Expo conference attendees. OSHA also staffed an
exhibit booth September 19-21 and distributed the OSHA and NSC Alliance Activity Summary. In
addition, on September 22, Lee Anne Jillings, Director, Office of Outreach Services and Alliances
participated in the "Overview of OSHA's Hispanic Outreach Initiatives" workshop. On June 6, Edwin G.
Foulke, Assistant Secretary of Labor, delivered a presentation promoting NSC's June 2006 as National
Safety Month at DOL's Safety Day.
- NSC members are serving on OSHA's Safety and Health Topics pages' Editorial Boards, including:

- NSC was a sponsor of NAOSH Week and Bobby Jackson attended the NAOSH Week Kick-off May 2 at the

- NSC promoted the activities of the OSHA and NSC Alliance and the Alliance Program through articles
in its monthly publications including, NSC's Safety Focus, OSHA Up to Date, Business and Industry
Safety News and Safety + Health.
- The OSHA and NSC Alliance implementation team is working with NSC's Workplace Venue and
Construction Divisions to develop a best practices guide focusing on safety and health issues
related to Hispanic employees in the construction industry.
- OSHA is continuing to update the OSHA and NSC Alliance Web page that is posted on the Agency's Web
page with information about the Alliance including the OSHA and NSC Alliance agreement, renewal
agreement, news releases, events and milestones and successes.
Finally, OSHA and NSC renewed the Alliance agreement September 21, 2005 at NSC's Congress and Expo
in Orlando, Florida.

IV. Upcoming Milestones
In the upcoming year, OSHA's and NSC's relationship will continue to grow and the implementation
team will undertake a number of activities and develop a number of products. For example, during the
2006 National Safety Congress and Expo, November 5-9, 2006 in San Diego, California, OSHA will have
an exhibit booth and a number of OSHA staff members from the Agency's National and Regional Offices
are scheduled to speak and hold general workshop sessions, including:
- Edwin G. Foulke, Jr., Assistant Secretary, will be presenting during the Occupational Keynote
Address plenary session.
- Paul Wigger, Region II, Kurt Petermeyer, Region IV, Mary Bauer, Region and Sandra Taylor, Region
V, and Jo Gaither, Region VII, will be presenting "Most Interesting OSHA Cases."
- Dorothy Dougherty, Directorate of Standards and Guidance, Richard Fairfax, Directorate of
Enforcement Programs, Ruth McCully, Directorate of Science, Technology and Medicine, Paula White,
Directorate of Cooperative and State Programs and Keith Motley, Salt Lake Technical Center, will be
presenting "OSHA Program Update."
- Paula White, Directorate of Cooperative and State Programs, will also be presenting " Designing
for Construction Worker Safety."
- Robert Nester, Office of Occupational Health Nursing, will be presenting "Analysis of Incidents
Involving Young Workers."
- Lee Anne Jillings, Director, Office of Outreach Services and Alliances, and Diana Cortez,
Director, Tarrytown, New York Area Office, and Danezza Quniterro, Office of Construction Services,
will be presenting "Overview of OSHA's Hispanic Outreach Initiative."
- Barnett Lawrence, Office of Outreach Services and Alliances and Cathleen Cronin, Office Training
and Education, will present "Getting the Most Out of OSHA's Web Site."
- Lee Anne Jillings, Director, Office of Outreach Services and Alliances, will also be presenting
"Baggage Handling in Today's World."
- Stew Burkhammer, P.E., CSP, OHST, Office of Construction Services, will be presenting "Training
for Residential Construction: OSHA & National Association of Home Builders."
In addition, other Alliance Program participants will take part in workshops at the Congress and
Expo to discuss products and programs that have been produced through the OSHA Alliance Program. The
participating Alliances include: National Association of Home Builders, American Society of Safety
Engineers, American Petroleum Institute, Association for High Technology Distribution, and
Construction Institute of the American Society of Civil Engineers.
NSC members will also continue to be members of OSHA's Safety and Health Topics pages' Editorial
Boards, including: Control of Hazardous Energy (Lockout/Tagout) and Hazardous Communication Safety
and Health Topics pages. NSC will also post links to OSHA's Teen Worker's Web page and the
Compliance Assistance: Hispanic Employers and Workers Web page to the public section of the NSC Web
page.
NSC plans to insert the Department of Labor's developed articles focusing on different topics such
as the Agency's electronic assistance tools, workplace violence, Hispanic resources, small business
and youth employment into its publications such as Safety + Health. OSHA and NSC also plan to draft
a letter to send to Fortune 500 companies CEOs asking them to adapt an AED in the Workplace program.
NSC also plans to promote OSHA compliance assistance materials and cooperative programs and the OSHA
and NSC Alliance through various sources such as the NSC Web page and its publications.
In addition, NSC will continue to work with OSHA's Office of Training and Education to jointly
develop a number of programs and projects including:
- A Webinar on motor vehicle safety in order to educate the public about safe driving practices
- NSC will review OSHA's short course Introduction to OSHA for Small Businesses Course
with the possibility of NSC presenting the course as a workshop session at NSC's 2007 Congress and Expo,
October 15-17, in Chicago, Illinois.
- The implementation team will review and provide comment on NSC's Workplace Venue and Construction
Divisions' best practices guide focusing on safety and health issues of Hispanic employees in the
construction industry.
NSC will continue to participate in the Airlines Industry Alliance with thirteen airlines and the
National Safety Council's International Air Transport Section. This Alliance addresses ergonomic
issues associated with the handling of passenger checked baggage and reducing ergonomic-related
injuries. Also, NSC will continue to work with OSHA Regions II, III and IV in implementing several
Regional and Area Office Alliances.
NSC will continue to support and promote the American Society of Safety Engineers (ASSE) 2007 North
American Occupational Safety and Health (NAOSH) Week. NSC representatives will also attend the NAOSH
Week Kick-off May 7 at the U.S. Department of Labor in Washington, DC.
