The Occupational Safety and Health Administration, Concord Area Office, Maine Area Office (OSHA),
the Vermont Occupational Safety & Health Administration (VOSHA), the Safety & Health Council of
Northern New England (SHCNNE), Department of Environmental Services – New Hampshire (NH), Department
of Labor (Project WorkSafe) – Vermont (VT), and Department of Labor – Maine (ME) recognize the value
of establishing a collaborative relationship to foster safer and more healthful American workplaces.
OSHA, VOSHA, SHCNNE, NH, VT and ME hereby form an Alliance to provide employers and employees in
Northern New England with information, guidance, and access to training resources that will help
them protect employees’ health and safety, particularly in reducing and preventing exposure to
construction and general industry hazards including but not limited to falls, struck-by, caught in
or between and electrical hazards, as well as lead and silica exposures. In developing this
Alliance, OSHA, VOSHA, SHCNNE, NH, VT and ME recognize that OSHA’s State Plan and Consultation
Project partners are an integral part of the OSHA national effort.
OSHA, VOSHA, SHCNNE, NH, VT and ME will work together to achieve the following training and
education goals:
- Coordinate and enhance outreach activities and training programs to improve employers’ and
employees’ awareness of OSHA’s regulations.
- Coordinate and enhance outreach activities and training programs to inform employers and employees
of OSHA’s enforcement efforts as outlined in special emphasis programs.
- Increase the use of OSHA technical and training assistance to employers and employees throughout
Northern New England.
OSHA, VOSHA, SHCNNE, NH, VT and ME will work together to achieve the following outreach and
communication goals:
- Work with OSHA and VOSHA to provide expertise in developing information on the recognition and
prevention of workplace hazards, and to provide expertise in developing ways of communicating such
information (e.g. print and electronic media, electronic assistance tools and OSHA’s, VOSHA’s,
SHCNNE’s, NH’s, VT’s and ME’s Web sites) to employers and employees in the industry.
- Speak, exhibit, or appear at OSHA, VOSHA, SHCNNE, NH, VT or ME conferences, local meeting, or
other safety and health related events.
- Share information among OSHA and VOSHA personnel and industry safety and health professionals
regarding the benefits of establishing a comprehensive safety and health management system in the
work environment, best practices or effective approaches and publicize results thorough outreach by
SHCNNE, NH, VT and ME and through OSHA or VOSHA, SHCNNE, NH, VT and ME developed materials, training
programs, workshops, seminars, and lectures.
- Assist SHCNNE members or worksites interested in gaining recognition through OSHA’s Voluntary
Protection Program (VPP) and Federal Safety and Health Achievement Recognition Program (SHARP).
- Work with other Alliance participants to identify interested employers and employees who would
like to take advantage of safety and health training pertaining to OSHA requirements in addition to
the elements and benefits of effective safety and health management systems.
- Encourage SHCNNE members and worksites to build relationships with OSHA’s Regional and Area
Offices and VOSHA to address health and safety issues, including new OSHA requirements and
initiatives.
OSHA, VOSHA, SHCNNE, NH, VT and ME will work together to achieve the following
goals related to promoting the national dialogue on workplace safety and health:
- Identify areas of concern of their members which could be jointly addressed by OSHA, VOSHA, NH,
VT, ME and SHCNNE to improve safety and health in Northern New England.
- Distribute information about this alliance to the employers and employees of Northern New England
by using their existing newsletter and mailing list.
- Provide locations and participate in outreach assistance for training seminars concerning OSHA
requirements, OSHA initiatives, and programs on effective safety and health management systems.
- Provide a venue for technical assistance referrals from the employers and employees of Northern
New England to OSHA, VOSHA, NH, VT, and ME compliance assistance groups.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative
relationship with OSHA for purposes such as training and education, outreach and communication and
promoting a national dialogue on workplace safety and health. These Alliances have proved to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party’s products or services.
An implementation team made up of representatives of both organizations will meet to develop a plan
of action, determine working procedures, and identify the roles and responsibilities of the
participants. Team members will include representatives of OSHA’s Directorate of Cooperative and
State Programs. In addition, they will meet at least three times per year to track and share
information on activities and results in achieving the goals of the Alliance. OSHA will encourage
State Plan States’ and OSHA Consultation Projects participation on the team.
This agreement will remain in effect for three years. Any signatory may terminate it for any reason
at any time, provided they give 30 days written notice. This agreement may be modified at any time
with the concurrence of all signatories.
