Background: This research was published in a public and summary format within a series of National Town Hall meetings in 2005 and 2006. The purpose of these meetings was to hear directly from health care administrators, institutional providers, physicians, practitioners, patients, and others about quantifying the economic impact of Federal health care regulations.
