Drug-Free Workplace ProgramThe Labor Management Employee Relations (LMER) Division administers the Office of the Secretary of Defense/Joint Staff Drug-Free Workplace Program (DFWP). A DFWP manual was developed that includes the Executive Order 12564 mandating the development of a DFWP in the Federal government, the approved Health and Human Services Drug-Free Workplace Plan, and an internal Procedures Manual. These documents provide information on what positions have been designated as a Testing Designated Position, applicant and random drug testing, reasonable suspicion and follow-up testing. The Manual also outlines policy and procedures for disciplinary and adverse actions taken when a positive drug test is present.
Administrative InstructionsAdministrative Instruction No. 17 provides program policy and guidance on the Drug-Free Workplace Program.
