This is a Modification to the National Resource Center for Youth Development Program Announcement, HHS-2008-ACF- ACYF-CZ-0066, published to the ACF Grant Opportunities webpage on 02/26/2009. The application procedures are hereby modified.

Summary:

The purpose of this funding opportunity announcement is to establish by cooperative agreement a National Resource Center on Youth Development (NRCYD). The NRCYD will serve as a member of the Children's Bureau's (CB's) Training and Technical Assistance Network (T/TA Network). The T/TA Network is designed to improve child welfare (CW) systems and to support States and Tribes in achieving sustainable, systemic change that results in greater safety, permanency, and well-being for children, youth, and families. The specific focus of the NRCYD is to develop, support, improve and maintain a range of program strategies and expertise on the services and supports using the four core principles of Youth Development (see: www.nrcys.ou.edu/yd ) to assist youth in making a smooth transition to adulthood, achieve permanency, establish and strengthen permanent life connections and reduce the likelihood of dependency on the adult social welfare system. This will be accomplished through the provision of T/TA, consultation and collaboration with partner agencies.

Modification to the published announcement:

Please delete the following under Section I. FUNDING OPPORTUNITY DESCRIPTION

Center-specific evaluation
In addition to performing evaluation activities that meet the requirements of the cross-site evaluation, NRCYD will conduct its own center-specific evaluation activities. CB expects NRCYD to regularly evaluate its performance and to use this information to improve its processes and services. NRCOI will design and conduct an evaluation using multiple measures, employing both qualitative and quantitative methods as necessary. Center-specific evaluation activities must complement NRCYD's participation in the cross-site evaluation and avoid unnecessary duplication.
