Functions:  Under the general direction and supervision of the Director of Coast Guard Enterprise Strategy, Management and Doctrine Oversight, the Office of Doctrine Oversight shall:

1.      Develop, establish, and enforce doctrine editorial standards, writing styles, precise terms (Coast Guard lexicon) and their applications, and format standards.

2.       Promote an understanding of doctrine throughout the Coast Guard.

3.      Identify and nurture relations with other doctrine oversight offices of government, private, and non-government entities.  Serve as the portal through which other entities reach the Coast Guard regarding matters of doctrine.  Represent the Coast Guard at doctrine planning conferences. 

4.      Develop and establish doctrine creation and submission processes that are timely, consistent, and standardized. 

5.      Serve as a process support resource to Coast Guard staffs charged with doctrine development.  Provide guidance and instructions to newly identified authors.  Provide editors, terminologists, and symbolists to assist authors in clearly presenting their doctrine.

6.      Review doctrine project proposals to ensure clear understanding of the issues and to determine whether the issues are addressed elsewhere.  Refine proposals and present them in a standard format to the appropriate Review Board.  Recommend appropriate authors, clearance agents, concurrent clearance signatories, and approval authorities for doctrine projects.  Estimate other resources necessary to complete proposed drafts including funding and workgroup membership. 

7.      Ensure related policies (Commandant Instructions, Manuals, Notices) in the Coast Guard Directives System are current.  If written policies are out of date, seek authoritative clarification from the policy owner.

8.      Develop and establish a Coast Guard doctrine library.  Assign publication numbers. 

9.      Monitor the status of all doctrinal publications through the entire doctrine development process.  Ensure development milestones are achieved.  Assist approval authorities by monitoring established revision and assessment timelines.

10.  Conduct periodic doctrine reviews to provide recommendations for possible consolidation or deletion of approved or emerging doctrine.

11.  Notify the Coast Guard through message traffic when a new or revised publication has been signed and provide the approved publication to Commandant (CG-612) for inclusion on the Coast Guard Directives System and the Directives, Publications, and Reports Index.

12.  Coordinate with the Chairman of the Joint Chiefs of Staff (J-7) to add capstone, keystone, operational, and support doctrinal publications to the Joint Doctrine, Education, and Training Electronic Information System in order to support information sharing and the joint doctrine development process.
