THIS MESSAGE ANNOUNCES THE PRELIMINARY RELEASE OF THE O-5 AND BELOW AY10 SHOPPING LISTS WITHIN DIRECT ACCESS. REQUEST COMMANDS AND STAFFS TAKE THE TIME NOW TO VALIDATE THE OPEN POSITIONS TO ENSURE THE AY10 SHOPPING LIST DUE FOR RELEASE VIA MESSAGE IN EARLY SEPTEMBER IS AS ACCURATE AS POSSIBLE. THIS YEAR, SHOPPING LIST CORRECTIONS AND COMMAND CONCERNS SHOULD BE SUMBITTED TOGETHER BY 28 AUG 09 TO THE PSC-OPM-2 STAFF USING THE INSTRUCTIONS LOCATED IN THE CG PORTAL OPM REFERENCE LIBRARY - OPM-2 ASSIGNMENTS - AY10 COMMAND CONCERNS FOLDER. AFTER INCORPORATING COMMAND FEEDBACK, THE OFFICIAL SHOPPING LIST WILL BE RELEASED VIA MESSAGE IN EARLY SEPTEMBER. SHOPPING LIST UPDATES WILL BE SENT VIA MESSAGE TRAFFIC AND POSTED IN THE CG PORTAL OPM REFERENCE LIBRARY. 5. COMMAND CONCERNS AND COMMAND VALIDATIONS ARE NOT REQUIRED FOR FIRST TOUR CUTTER JO POSITIONS (DWO/STU ENG). THE AFLOAT (OPS/ENG) ASSIGNMENT OFFICERS WILL FOLLOW UP VIA SEPCOR WITH CUTTER XOS. 6. FY09 MODERNIZATION CHANGES ARE REFLECTED IN THE CURRENT SHOPPING LIST. THESE CHANGES ARE LISTED IN THEIR PROPOSED STATUS AWAITING THE FINAL CHANGE AUTHORIZATION. IN AY10, WE WILL ADVERTISE FY10 MODERNIZATION POSITION REPROGRAMMINGS AS THEY ARE APPROVED BY THE ENTERPRISE STRATEGY, MANAGEMENT AND DOCTRINE OVERSIGHT DIRECTORATE (CG-095). SIMILAR TO LAST YEAR, WE WILL ADVERTISE THE NEW POSITION AND DEPARTMENT NAME ALONG WITH THE OLD POSITION INFORMATION IN OUR SHOPPING LIST UPDATES. 7. AS DISCUSSED IN REF (B), THE EMPLOYEE SUMMARY SHEET (ESS) WILL BE VISIBLE AND AVAILABLE TO BOARDS AND PANELS IN PY10. ADDITIONALLY, PSC-OPM-2 WILL START USING THE ESS, OFFICER SPECIALTY CODES, AND COMPETENCIES AS TOOLS IN THE AY10 ASSIGNMENT PROCESS. 8. THE AY10 SHOPPING LIST SHOULD INCLUDE: A. POSITIONS OCCUPIED BY AN INCUMBENT OFFICER WHO IS TOUR COMPLETE (TC) OR HAS AN APPROVED RETIREMENT OR SEPARATION IN SPRING OR SUMMER 2010. B. O-5 POSITIONS OCCUPIED BY AN O-6 OR O-6(SEL), REGARDLESS OF TC DATE. C. O-4 POSITIONS OCCUPIED BY AN O-5 OR O-5(SEL) WHO WILL BE TC IN AY11. D. O-3 POSITIONS OCCUPIED BY AN O-4 OR O-4(SEL) WHO WILL BE TC IN AY11. E. POSITIONS ENCUMBERED BY A PRIMARY SELECTEE FOR AN ADVANCED EDUCATION PROGRAM THAT BEGINS IN SUMMER 2010. F. ANY APPROVED NEW OR REPROGRAMMED POSITIONS. 9. SOME SHOPPING LIST DISCREPANCIES ARE A RESULT OF PERSONNEL NOT BEING PROPERLY CHECKED IN TO THEIR CURRENT ASSIGNMENT. COMMANDS SHOULD CONFIRM THAT PERSONNEL HAVE BEEN PROPERLY CHECKED IN BY THE SPO. EVEN PERSONNEL WHO TRANSFERRED PRIOR TO AY09 SHOULD CONFIRM PROPER CHECK IN. IMPROPER CHECK IN IS ESPECIALLY PREVALENT WHEN PERSONNEL TRANSFER WITHIN THE SAME UNIT, INCLUDING FLEET-UPS AND EXTENSIONS, OR REMAIN IN THE SAME GEOGRAPHIC LOCATION. 10. JUNIOR OFFICERS. A. MENTORING: EACH OFFICER'S CAREER DEVELOPMENT IS CRITICAL TO THE COAST GUARD'S OVERALL SUCCESS. WE ASK THAT SUPERVISORS AND SENIOR OFFICERS PAY PARTICULAR ATTENTION TO MENTORING JUNIOR OFFICERS DURING THIS PERIOD OF SIGNIFICANT ORGANIZATIONAL CHANGE. ACTIVE MENTORING AND TIMELY PERFORMANCE FEEDBACK IS THE BEST METHOD OF PREPARING OFFICERS FOR FUTURE ASSIGNMENTS. B. ASSIGNMENTS: PER THE JUNIOR OFFICER FIRST TOUR ASSIGNMENT (JOFTA) POLICY (ALCGOFF 002/04), WE ASSIGN THE MAJORITY OF COAST GUARD ACADEMY, OFFICER CANDIDATE SCHOOL AND DIRECT COMMISSION MARGRAD ACCESSIONS TO OPERATIONAL UNITS. AS A RESULT, MANY OPERATIONAL UNITS HAVE BEEN OVERBILLETED WITH JUNIOR OFFICERS. AS BILLET VACANCIES OCCUR AT OPERATIONAL UNITS, WE WILL TYPICALLY MOVE OVERBILLETED OFFICERS INTO THESE VACANCIES BEFORE ASSIGNING NEW PERSONNEL. IN AY10, WE ANTICIPATE A SIGNIFICANT DECREASE IN THE NUMBER OF ACCESSIONS RESULTING IN A DECREASED NUMBER OF OPERATIONAL OVERBILLETS. JUNIOR OFFICERS COMING OFF THEIR FIRST OPERATIONAL TOUR SHOULD SUBMIT E-RESUMES THAT HAVE A BLEND OF BOTH OPERATIONAL AND STAFF ASSIGNMENT PREFERENCES ALIGNED WITH THE OFFICER'S CAREER GOALS. C. VACANICIES: AT THE COMPLETION OF AY09, THERE WERE APPROXIMATELY 140 VACANCIES AND WE EXPECT ABOUT THE SAME NUMBER IN AY10. WE WILL ATTEMPT TO PUSH THESE VACANCIES TO THE LOWEST RANKS. THIS STRATEGY, ALONG WITH THE JOFTA POLICY, RESULTS IN THE MAJORITY OF THESE VACANCIES IN JO STAFF POSITIONS. 11. CAREER COUNSELING (OPM-2, OPM-4): ALL OFFICERS, ESPECIALLY THOSE WHO ANTICIPATE TRANSFERRING IN AY10, ARE ENCOURAGED TO CONTACT THEIR ASSIGNMENT OFFICER (AO) TO RECEIVE CAREER COUNSELING AND GUIDANCE ON E-RESUME SUBMISSION WELL IN ADVANCE OF THEIR E- RESUME SUBMISSION DEADLINES.
