VACANCIES AND RANK/SKILLSET MISMATCHES: CONSISTENT WITH THE JUNIOR OFFICER FIRST TOUR ASSIGNMENT POLICY (ASSIGNING OFFICERS ON THEIR FIRST TOUR TO AN OPERATIONAL BILLET),WE OVER BILLETED OPERATIONAL UNITS WITH 143 JUNIOR OFFICERS. THIS, COMBINED WITH SPECIFIC SKILL SET SHORTAGES, HAS ALSO CREATED 174 VACANT BILLETS (MOST AT THE O2/03 LEVEL). THERE ARE SOME SPECIALTIES WITH SIGNIFICANT PAYGRADE MISMATCHES AND/OR A SHORTAGE OF OFFICERS, INCLUDING C4IT, AVIATION, LEGAL, INTEL, FINANCE, CIVIL ENGINEERING AND PREVENTION. ASSIGNING OFFICERS TO POSITIONS IN THE NEXT HIGHER PAYGRADE IS MAINLY A FUNCTION OF THESE SPECIFIC SKILL SET SHORTAGES AND RAPID ORGANIZATIONAL GROWTH, PRIMARILY AT THE O4/05 PAYGRADE. IN AY09, APPROXIMATELY 17 PERCENT OF ALL ASSIGNMENTS WERE RANK MISMATCHES. 82 PERCENT OF THESE MISMATCHES WERE WITHIN JUNIOR OFFICER RANKS (O3/O2/CWO), 12 PERCENT WERE WITHIN THE O4 RANK, AND LESS THAN 6 PERCENT WERE WITHIN THE O5 AND 06 RANK. 4. WITH PHASE 2 OF MODERNIZATION, AY10 PROMISES TO BE ANOTHER DYNAMIC ASSIGNMENT SEASON. OPM REMAINS ENGAGED ON WORKING GROUPS AND WILL KEEP ASSIGNMENT PROCESSES AS FLEXIBLE AS POSSIBLE IN ORDER TO MEET MODERNIZATION OBJECTIVES WHILE STILL SUPPORTING MISSION EXECUTION AND MISSION SUPPORT REQUIREMENTS. 5. WE GREATLY APPRECIATE THE PROFESSIONALISM AND PATIENCE ROUTINELY DEMONSTRATED BY FIELD COMMANDS, STAFFS, AND THE OFFICER CORPS THROUGHOUT THIS ASSIGNMENT SEASON. 6. AS WE ENTER THE OFF-SEASON, WE ENCOURAGE COMMANDS TO ENGAGE OPM-2 WITH ANY PROJECTED JUNIOR OFFICER INTERNAL BILLET SHIFTS IAW REF A. APRIL THROUGH SEPTEMBER IS THE BEST TIME FOR INDIVIDUALS TO ENGAGE DIRECTLY WITH THEIR ASSIGNMENT OFFICER FOR GENERAL CAREER COUNSELING AND INITIAL GUIDANCE ON AY10 INTENTIONS. FOR MEMBERS ANTICIPATING RE-ASSIGNMENT IN AY10, NOW IS THE TIME TO BEGIN PREPARATIONS FOR THE ASSIGNMENT SEASON INCLUDING UPDATING YOUR OFFICER RECORD, UPDATING OBTAINED COMPETENCIES, UDPATING CONTACT INFORMATION IN DIRECT ACCESS, REGISTERING FOR SPECIAL NEEDS IF NECESSARY, AND REVIEWING/UPDATING YOUR EMPLOYEE SUMMARY SHEET IAW REF B.
