Douglas J. Bourgeois
Director, National Business Center

Douglas J. Bourgeois became the Director of the National Business Center (NBC) in the Department of the Interior on October 1, 2004. The NBC provides business services to government agencies in the areas of Financial Management, Human Resources Management, Training, Acquisitions, Information Technology Hosting, Aviation Services, Appraisal Services, and other administrative areas. His vision for the NBC is to be a world-class center of business excellence, innovation, and accountability.

John W. Nyce
Associate Director - The Acquisition Services Directorate

In March 2007, John Nyce became Associate Director for the Acquisition Services Directorate of the National Business Center, a shared services group within the U.S. Department of the Interior. The Acquisition Services Directorate encompasses offices in Arizona, California, Colorado, Idaho, Washington, D.C., and headquarters in Herndon, Virginia. John brings over 30 years of acquisition experience to the position, having spent nearly ten years with DOI, most recently serving as NBC‘s Assistant Director of Administrative Operations, overseeing 200 employees. Under his leadership, the Administrative Operations Directorate earned the 2006 NBC Director‘s Award for both Customer Service and Employee Satisfaction.

In 1998, as Procurement Chief for NBC, John led the growth of Acquisition Services from an eight-person division, to the current organization of 100 people and a $17 million operating budget. Prior to joining the Department of the Interior, John was a member of the newly created Navy Electronic Acquisition Office, which was responsible for designing and implementing the Navy‘s electronic acquisition system for the 21st century. John was the Program Manager for all interface requirements and the administration of a $50 million budget. John spent the first 20 years of his Federal career at the Naval Air Systems Command, where he personally awarded and managed contracts ranging from routine small dollar value contracts, to large and complex billion dollar weapons systems contracts. In his last assignment at the Naval Air Systems Command, John was the Division Director of the Cruise Missile Contracting organization.

John also served five years as a Supply Corps Officer in the U.S. Navy. He holds a Bachelor of Science Degree in Business Administration from Pennsylvania State University and a Master of Business Administration Degree from George Washington University. John lives in Virginia with his wife, Debbie, and has two daughters, Sarah and Rachel.

William Archambeault
Chief Operating Officer, Franchise Fund Policy

William Archambeault is the Chief Operating Officer who comes to the Acquisition Services Directorate, Herndon from the GSA Federal Supply Service in San Diego, CA. He specialized in the procurement of Information Technology services and has a strong technical background in both the Contracting and Information Technology fields. After 12 years of active duty with the Navy (submarines), William entered the contracting field as an Acquisition Intern with the Fleet & Industrial Supply Center. He holds a Masters of Business Administration from the University of Phoenix, and a Masters of Science in Software Engineering from National University in San Diego. He is currently working on his Project Management Professional (PMP) certification through George Washington University.

Katherine Valltos
Division Chief, Acquisition Management I

Katherine is Chief of Acquisition Management I at the Acquisition Services Directorate, Herndon. She has over 23 years experience as a Federal Contracting Officer with a heavy concentration in the field of Information Technology. Published in the Office of Federal Procurement Policy's "Best Practices" Katherine embraces acquisition reform and is a founding partner in establishing GovWorks. Katherine is convinced that she has the very best job in the world. When you can come into work each day and assist over 750 Federal offices in meeting their mission-critical objectives---it just doesn't get any better than that!

Dan McCarthy
Division Chief, Acquisition Management II

Dan is one of the original founders of GovWorks and serves as a Chief of Acquisition Management II Division. He is a senior Contracting Officer with over 30 years of diversified contracting experience. An expert in Information Technology, Dan has supported the acquisition and integration of large-scale computer and communications systems including some of the most enterprising and challenging projects in government. He takes pride in providing his customers with a high level of customer service while ensuring the delivery of best value to the government.

Debra Glass
Division Chief, Acquisition Management IV

Debbie is the Division Chief of Acquisition Management Division IV, with 30 years of contracting experience. Debbie started as a contract specialist at the Naval Plant Representative Office, Grumman, New York. She moved to Washington, D.C., in 1983, supporting the Naval Air Systems Command. In 1985, Debbie was selected as a Public Administration Development Program intern at the Naval Air Systems Command to continue her career as a contract specialist working on major weapons system programs for the EA-6B and TACAMO aircraft, Tomahawk cruise missile, and various Unmanned Aerial Vehicle programs. Since 2000, Debbie has been in NBC‘s Acquisition and Property Management Division. She received her Bachelor of Arts degree in Business Administration from George Washington University in 1997.

Rich Stegall
Division Chief, Customer Relations

Rich serves as the Division Chief, Customer Relations. He is responsible for the Acquisition Services Directorate's Herndon Business Information Systems, Electronic Invoicing, Client Financial Reporting, Business Operations, Client Support Services, Small Business Utilization and Market Awareness. Rich has over 25 years experience in private sector business operations, strategic positioning, and product development. He enjoys the challenge of providing world-class client support services while advancing the Acquisition Services Directorate, Herndon brand through well-defined marketing strategy and support campaigns. He is a member of PMI (Project Management Institute), IPMA (International Project Management Association) and the American Marketing Association.
