Workforce Management

The Acquisition, Technology and Logistics (AT&L) Human Capital Strategic Plan provides Components and Functional Leaders with an integrated strategy to right-shape an agile AT&L workforce for the future. The Director of Defense Procurement and Acquisition Policy (DPAP), serving as the Functional Leader for the Contracting Community, is working hand-in-hand with DoD's Senior Procurement Executives to develop a human capital plan for this community - drawing upon the strengths of the Contracting Community to ensure we have the right people, doing the right jobs, at the best value. DPAP's human capital strategy will ensure the Contracting Community continues to effectively deliver equipment and services that meet the needs of the warfighter by implementing the following initiatives:

  • Competency-Based Management: Define current and future competency needs to support the DoD-wide Contracting Community. Assess competencies resident in the Contracting Community and identify gaps for current and future requirements.
  • Performance-Based Management: Operate/sustain the DoD-wide AcqDemo Program until all AcqDemo participants have transitioned into the National Security Personnel System. Establish/regularly update individual employee performance measures linked to the organizations strategic plan. Evaluate and compensate employees based on accomplishment of organizational objectives/goals/mission.
  • Opportunities for Personnel and Professional Growth: Support development of the DoD-wide Contracting Community in ways to best fit their strengths/weaknesses and the needs of the contracting mission.
